Specifies restrictions that apply to wake boarding or wake surfing on a public freshwater lake. Establishes a penalty. Specifies restrictions that apply to wake boarding or wake surfing on a small lake. Prohibits operation of a motorboat with: (1) an outboard motor; or (2) an outdrive unit; with a propeller that extends past the motorboat's transom, swim platform, boarding platform, swim step, or swim ladder for the purpose of wake surfing.

Allows the judges of the Elkhart circuit and superior courts to appoint five full-time magistrates. (Current law allows for the appointment of two magistrates.)

Increases, for purposes of the deduction for persons 65 or older: (1) the adjusted gross income threshold for an individual from $30,000 to $40,000; (2) the combined adjusted gross income threshold for an individual filing a joint return with the individual's spouse from $40,000 to $50,000; (3) the combined adjusted gross income for an individual and all other individuals that are joint tenants or tenants in common from $40,000 to $50,000; and (4) the maximum assessed value of the property subject to the deduction from $240,000 to $350,000. Increases, for purposes of the over 65 circuit breaker credit: (1) the adjusted gross income threshold for an individual from $30,000 to $40,000; (2) the combined adjusted gross income threshold for an individual filing a joint return with the individual's spouse from $40,000 to $50,000; and (3) the maximum assessed value of the property subject to the credit from $240,000 to $350,000. Makes conforming changes.

Establishes the water protection and restoration trust fund (fund). Provides that the state comptroller shall transfer each year to the fund from the money appropriated to certain state agencies an amount equal to $1,660,000. Establishes the water quality board (board) to manage and develop the fund. Sets out the membership, terms, and compensation of the board. Provides that the board shall establish a surface water quality financial assistance program for the purpose of assessing and reducing nutrients that are negatively affecting surface waters within the state. Makes conforming changes.

Provides that under certain circumstances, a residential property owner may obtain the removal of an unauthorized person from the residential property owner's residential real property. Establishes a cause of action for wrongful removal from residential property. Provides that if a person without either the consent of the owner of a dwelling or a contractual interest in the dwelling knowingly or intentionally enters the dwelling and knowingly or intentionally causes more than $10,000 in damages to the dwelling, the person commits a Level 6 felony.

Prohibits an insurer that issues a policy of life insurance, disability insurance, or long term care insurance from taking certain actions with respect to the coverage of individuals who are living organ donors. Specifies that certain actions constitute an unfair and deceptive act and practice in the business of insurance when taken against a living organ donor by an insurer.

Requires a specified school to adopt policies and procedures concerning material alleged to be pornographic, obscene, or harmful to minors. Provides that a specified school or an employee, a contractor, or a third party vendor of a specified school may not knowingly make available or provide pornographic material, obscene matter, or matter harmful to minors to a student.

Defines "antisemitism", specifies that the public policy of the state is to provide educational opportunities free of religious discrimination, and provides that antisemitism is discrimination on the basis of race, creed, religion, or national origin.

Pauses all tax sales on mineral interests for one year. Increases the maximum dry weight for a "recreational off-highway vehicle". Provides that certain fees established by the natural resources commission (commission) do not constitute a rule. Adds language to youth hunting and trapping license provisions providing that the nonresident youth turkey licenses include all yearly stamps to hunt wild turkeys and that the resident and nonresident youth license remains valid for the remainder of the license period even after the license holder turns 18 years of age. Provides that certain licenses may still be used if the license holder moves out of state. Provides that a person may perform certain activities without obtaining a permit from the department of natural resources (department). Allows the commission to adopt rules regarding certain activities that are permitted without a license. Establishes requirements for constructing certain structures in a floodway. Requires the department to take certain steps before: (1) making a determination when the department is reviewing the department mapping data being applied to a parcel of real property; and (2) submitting department mapping data in preparation of the Federal Emergency Management Agency flood hazard map. Allows certain persons to request a review by the department of the department mapping data applying to the parcel of real property. Requires the department, in reviewing the department mapping data applying to a parcel of real property, to use a detailed hydrologic modeling method and perform a site investigation. Requires the department to notify certain persons within 90 days after determining that a parcel of real property: (1) is included in a flood plain or floodway; or (2) is no longer included in a flood plain or floodway. Establishes the STREAM act fund. Makes technical and conforming changes. Makes an appropriation.

Provides that a person may perform certain activities without obtaining a permit from the department of natural resources (department). Provides certain guidelines for cutting, relocating, or removing logs that are crossways in a channel. Provides that a person who removes a logjam from a river or stream: (1) is not required to cut a log or separate a tree from its root system if, in the opinion of the person, the cutting would create an unreasonable risk of bodily harm to the person; and (2) need not remove the dislodged logs from the floodplain if the logs are dried and burned so completely as to eliminate the potential for a new logjam. Permits a person to remove a logjam or mass of wood debris from a river or stream with mechanical equipment appropriate to the task of removing logjam or debris. Authorizes a person to remove debris from a stream under certain conditions without needing a permit from the department. Exempts the state and a county, city, or town from submitting various documents when applying for certain floodway permits. Requires the Indiana state department of agriculture to oversee and take all actions necessary to prepare and publish an updated version of the Indiana Drainage Handbook.
