A CONCURRENT RESOLUTION honoring and recognizing the 2018 to 2019 winners of the Student Soybean Product Innovation Competition.
Prohibits a person who is less than 21 years of age from buying or possessing: (1) cigarettes; (2) tobacco products; (3) e-liquid; or (4) electronic cigarettes. Makes conforming changes regarding enforcement provisions, sales certificates, prohibition of delivery sales, and notices posted at retail establishments and at vending machines. Repeals employment protections for individuals who smoke cigarettes or use other tobacco products. Makes technical corrections. Requires the label of an e-liquid to have a scannable bar code or QR code linked to a document containing information regarding the manufacturing of the e-liquid, a certificate of analysis for the batch of e-liquid, and the ingredients used in an e-liquid. Requires a certificate of analysis prepared by an independent testing laboratory for the distribution of e-liquid in Indiana. Expands the applicability of the vapor pens and e-liquids article to include closed system vapor products. Provides that the alcohol and tobacco commission (commission) has the duty and responsibility to investigate violations of the vapor pens and e-liquid laws. Provides that a person may not sell or distribute e-liquids without a valid tobacco sales certificate issued by the commission. Requires a person who desires to sell e-liquid to pay a fee and provide certain information to the commission.
Beginning January 1, 2021, prohibits a person from operating on a public lake a motorboat that engages in plowing: (1) during the period between sunset and sunrise; (2) within 600 feet of the shore; or (3) in violation of a rule adopted by the natural resources commission. Establishes a procedure for property owners on a public lake to petition the natural resources commission to adopt rules concerning plowing restrictions. Establishes a penalty.
Requires one member of a municipal or county redevelopment commission (commission) appointed by the executive of the municipality or county after December 31, 2020, to be: (1) a member of the governing body of the school corporation within the territory or, if there are multiple school corporations, a member of the governing body of the school corporation with the largest average daily membership; or (2) an individual recommended by the governing body of the school corporation within the territory or, if there are multiple school corporations within the territory, an individual recommended by the governing body of the school corporation with the largest average daily membership. Effective January 1, 2021, eliminates the appointment of and term of office of a nonvoting adviser to the commission. Provides that the executive of the municipality for a municipal redevelopment commission, or the president of the county executive for a county redevelopment commission, serves as an ex officio member of the commission to cast the deciding vote to break a tie. Adds additional information that the commission's annual presentation of information to taxing units located within the commission's allocation area must include, and specifies that the presentation must include school corporations located within the allocation area.
Prohibits the possession, sale, transfer, or breeding of exotic or dangerous wild animals, except by certain persons and entities. Prohibits a person that owns or possesses an exotic or dangerous wild animal from allowing a member of the public to come into direct contact with the exotic or dangerous wild animal. Prohibits the declawing or removal of the canine teeth of an exotic or dangerous wild animal unless necessary for treatment of a medical problem. Provides for the seizure, impoundment, and forfeiture of an exotic or dangerous wild animal for a violation of the law. Authorizes the owner of an exotic or dangerous wild animal to voluntarily relinquish ownership and possession of the exotic or dangerous wild animal. Allows an exotic or dangerous wild animal to be humanely destroyed by a law enforcement officer under certain circumstances. Establishes criminal penalties for violations of the law. Allows a city, town, county, or township to impose restrictions on the possession, sale, transfer, or breeding of an exotic or dangerous wild animal more stringent than the state restrictions.
