Provides that each unit shall establish certain basic training requirements and continuing education requirements for public safety telecommunicators. Provides that costs associated with basic training requirements are considered operating expenses of the statewide 911 system. Permits a public safety agency to seek reimbursement from the board for certain training expenses. Requires PSAP's to annually report continuing education requirements for public safety telecommunicators to the board.

Recognizing and honoring Alfredo Estrada.

Establishes a new article in the Indiana Code concerning consumer data protection, to take effect January 1, 2025. Sets forth the following within the new article: (1) Definitions of various terms that apply throughout the article. (2) Exemptions from the bill's requirements concerning the responsibilities of controllers of consumers' personal data. (3) The rights of an Indiana consumer to do the following: (A) Confirm whether or not a controller is processing the consumer's personal data. (B) Correct inaccuracies in the consumer's personal data that the consumer previously provided to a controller. (C) Delete the consumer's personal data held by a controller. (D) Obtain a copy or representative summary of the consumer's personal data that the consumer previously provided to the controller. (E) Opt out of the processing of the consumer's personal data for certain purposes. (4) The responsibilities of controllers of consumers' personal data. (5) The roles of controllers and processors with respect to a consumer's personal data. (6) Requirements for data protection assessments by controllers of consumers' personal data. (7) Requirements for processing de-identified data or pseudonymous data. (8) Limitations as to the scope of the new article. (9) The authority of the attorney general to investigate and enforce suspected or actual violations of the new article. (10) The preemption of local rules, regulation, and laws regarding the processing of personal data.

Recognizing February as Teen Dating Violence Awareness Month.

A CONCURRENT RESOLUTION recognizing Wednesday, February 16, 2022, as a day to honor the work and mission of the regions of the American Red Cross serving the state of Indiana.

Provides an affordable and workforce housing state tax credit against state tax liability to a taxpayer for each taxable year in the state tax credit period of a qualified project in an aggregate amount that does not exceed the product of a percentage between 40% and 100% and the amount of the taxpayer's aggregate federal tax credit for the qualified project. Provides that an eligible applicant must apply to the Indiana housing and community development authority for an award of an affordable and workforce housing state tax credit. Provides that a holder of an affordable and workforce housing state tax credit may transfer, sell, or assign all or part of the holder's right to claim the state tax credit for a taxable year.

Urges the legislative council to assign to an appropriate interim study committee the topic of availability and affordability of child care in Indiana. Requires the interim study committee to which the topic is assigned to: (1) consider means by which the availability and affordability of child care services in Indiana can be increased; and (2) not later than November 1, 2022, submit to the general assembly a strategic plan for increasing the availability and affordability of child care services in Indiana.

Establishes the 1977 fund defined contribution plan (plan). Provides that current employees may make contributions to the plan. Specifies rules and requirements for the plan concerning items that include member elections, member contributions, vesting, rollover distributions, and withdrawal of funds. (The introduced version of this bill was prepared by the interim study committee on pension management oversight.)

Defines "animal facility". Makes it a Class C infraction if an animal facility fails to have: (1) certain automatic fire sprinkler systems; (2) certain automatic fire alarm systems; or (3) staff present at all times when dogs or cats are on the premises. Requires the state fire marshal to annually inspect certain animal facilities to determine compliance with fire sprinkler and fire alarm laws.

Requires the bureau of developmental disabilities services (bureau) to: (1) semi-annually provide to each authorized service provider a report containing information concerning direct service professionals against whom substantiated incident reports have been made; and (2) establish an appeal process for a direct support professional to appeal the bureau's determination under these provisions.
