SB 111: Coverage for living organ donors.

Prohibits an insurer that issues a policy of life insurance, disability insurance, or long term care insurance from taking certain actions with respect to the coverage of individuals who are living organ donors. Specifies that certain actions constitute an unfair and deceptive act and practice in the business of insurance when taken against a living organ donor by an insurer.

HB 1663: Collaborative distilling.

Allows the holder of an artisan distiller's permit (artisan distiller) to: (1) manufacture liquor, including blending liquor sourced from another licensed manufacturer with liquor the artisan distiller manufactures; and (2) redistill, age, or bottle liquor, including liquor sourced from another licensed manufacturer; in accordance with certain provisions. Allows an artisan distiller to manufacture liquor for another artisan distiller if certain conditions are met. Allows an artisan distiller to blend or sell liquor from another licensed manufacturer as liquor that the artisan distiller manufactures if the artisan distiller's aggregate annual sales, in gallons, is made up of not less than 70% of liquor that was fermented and distilled from raw materials by the artisan distiller at the licensed premises of the artisan distiller. Specifies that brandy or liquor transferred in bond counts, for the calendar year in which the transfer occurs, toward the gallonage limit for the permit holder that receives the liquor or brandy transferred in bond. Provides that a transfer in bond of liquor or brandy that occurred before July 1, 2025, between the holder of an artisan distiller's permit, a farm winery brandy distiller's permit, or a distiller's permit: (1) is not subject to a provision that restricts the amount of sourced liquor that an artisan distiller may sell; and (2) does not, for purposes of that provision, count toward the amount of sourced liquor that an artisan distiller may sell.

SB 291: Anatomical gift inquiries.

Requires a state agency to offer a state employee an opportunity to register as a donor of an anatomical gift: (1) during the state employee's onboarding process; and (2) on an annual basis, during the state agency's employee benefits enrollment period. Requires certain information to be provided to the state employee concerning the donation of an anatomical gift.

SB 309: Substitute system of worker's compensation.

Provides that an employer who is a member in good standing with the Small Business Aid, Inc., and provides a substitute system of worker's compensation and worker's occupational diseases compensation as established by the Small Business Aid, Inc., is not required to seek the approval of the worker's compensation board in order to provide the substitute system of compensation in lieu of compensation and insurance provided under the worker's compensation and worker's occupational diseases compensation laws. Makes corresponding changes.

SB 138: Sale of low THC products to persons less than 21.

Makes possession of low THC hemp extract or a cannabinoid by a minor a Class B misdemeanor. Makes the sale of low THC hemp extract or a cannabinoid to a minor a Class A misdemeanor, and increases the penalty under certain circumstances. Prohibits the sale of a vapor product to a minor and the possession of a vapor product by a minor. Increases the penalty for certain infractions involving minors and tobacco or e-liquids containing nicotine.

SB 40: Little Calumet River basin development commission.

Requires the Little Calumet River basin development commission (commission) to submit an annual budget to the Lake County council (council) before September 1 of each year for a nonbinding review. Requires the commission to submit an annual expenditure and activity report to the council before November 1 of each year.

SB 355: Municipal elections.

Moves, as a general rule, elections of town officers to even-numbered years. Allows a town that has a population of more than 10,000 to pass a resolution to opt out of the general rule. Allows a city to pass a resolution to opt in to the general rule. Increases the amount of time that a voter may remain in the voting booth at a primary, general, municipal, or special election, from four minutes to seven minutes. Makes conforming amendments.

SB 497: Tax credit for newborn children.

Establishes a tax credit for newborn children, which an eligible taxpayer may claim only in the first taxable year in which a particular newborn child is eligible for the exemption allowed under specified provisions of the Internal Revenue Code. Defines "eligible taxpayer". Provides that the amount of the credit is $500 per newborn child, or $250 per eligible newborn child in the case of a married individual filing a separate return. Prorates the credit in the case of a resident taxpayer residing in Indiana for a period of less than the taxpayer's entire taxable year. Limits the total amount of credits that may be awarded in a calendar year to $10,000. Provides for the expiration of the credit.

SB 327: Marion County small claims fees.

Requires a clerk to collect a small claims service fee of $26 in each action filed in a Marion County small claims court. Establishes the small claims fund. Requires the court to distribute certain fees to the county auditor for distribution to the small claims fund. Provides that the fees in the small claims fund are to be distributed equally among the townships and the fees must fund the operation of the small claims court located within the township.

SB 290: Local taxes in certain municipalities.

Requires the department of local government finance to increase the maximum permissible property tax levy for certain qualifying municipalities for property taxes first due and payable in 2025 to include all debt service levies of the qualifying municipality for property taxes first due and payable in 2025. Specifies that the adjustment is a one time and permanent increase. Changes the local income tax trust account threshold percentage of a county that contains a qualifying municipality, which is used for purposes of determining whether the county shall receive a supplemental distribution. Modifies the certified share allocation determination for a qualifying municipality. Prohibits the use of funds from the state general fund to make up certain local income tax related shortfalls.
