This resolution recognizes April 30, 2021, as National Arbor Day and encourages the people of the United States to participate in National Arbor Day activities.
This resolution calls for the immediate cessation of hostilities in the Tigray region of Ethiopia and condemns all violence against civilians. Further, the resolution calls on Eritrea to withdraw its military forces from Ethiopia, and it urges all parties to the conflict to cease hostilities and work to protect human rights. The resolution also calls on relevant U.S. agencies to take specified actions that encourage an end to the conflict and provide humanitarian support.
This resolution condemns the acts of gun violence that led to the tragic loss of eight lives in Georgia on March 16, 2021.
Ghost Army Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to award a Congressional Gold Medal to the 23rd Headquarters Special Troops and the 3133d Signal Service Company, known as the Ghost Army , collectively, in recognition of its service during World War II.
Rural STEM Education Research Act This bill specifies federal scientific research and development efforts towards STEM (science, technology, engineering, and mathematics, including computer science) workforce development and rural STEM education. (Sec. 3) The bill amends the objectives of the Manufacturing Extension Partnership program to include the provision to secondary schools of information about the job skills needed in manufacturing companies, and the promotion and expansion of certification systems offered through local high schools. The activities of a manufacturing extension center are expanded to include local high schools in the facilitation of collaborations and partnerships between manufacturing companies and schools to help those entities better understand the specific needs of manufacturers and to help manufacturers better understand the skill sets that students learn in school programs. The National Institute of Standards and Technology (NIST) must award prizes to stimulate research and development of creative technologies in order to deploy affordable and reliable broadband connectivity to underserved rural communities. NIST may award not more than a total of $5 million in prizes. (Sec. 4) The Office of Science and Technology Policy must establish a broadband research and development working group to address national research challenges and opportunities for improving broadband access and adoption across the United States. (Sec. 5) The National Science Foundation (NSF) shall enter into an agreement with the National Academy of Sciences under which the National Academy of Sciences agrees to evaluate aspects of STEM education and workforce development in rural areas. (Sec. 6) The Government Accountability Office shall conduct a study on the engagement of rural populations in federal STEM programs. (Sec. 7) Experimental Program to Stimulate Competitive Research (EPSCoR) programs shall consider modifications to award structures to increase the capacity of rural communities to provide quality STEM education and STEM workforce development programming to students and teachers. (Sec. 8) The NSF must award grants to institutions of higher education or nonprofit organizations for (1) research and development to advance innovative approaches to support and sustain high-quality STEM teaching in rural schools, (2) research and development of programming to identify the barriers rural students face in accessing high-quality STEM education, (3) development of innovative solutions to improve the participation and advancement of rural students in grades Pre-K through 12 in STEM studies, and (4) research on online STEM education courses for rural communities. The NSF may establish a pilot program of regional cohorts in rural areas to provide peer support, mentoring, and hands-on research experiences for rural STEM educators of students in grades Pre-K through 12 in order to build an ecosystem of cooperation among educators, researchers, academia, and local industry.
Supporting Early-Career Researchers Act This bill authorizes the National Science Foundation to establish a two-year pilot program to award grants to highly qualified early-career investigators to carry out an independent research program at the institution of higher education chosen by such investigator, to last for a period not greater than two years. The NSF shall select grantees from among citizens, nationals, and lawfully admitted permanent resident aliens of the United States. The NSF shall conduct program outreach to recruit fellowship applicants (1) from all regions of the country; (2) from historically underrepresented populations in the fields of science, technology, engineering, and mathematics (STEM); and (3) who graduate from or intend to carry out research at a variety of types of institutions of higher education, including Historically Black Colleges and Universities.
This resolution expresses support for the designation of National Foster Care Month.
Pregnant Workers Fairness Act This bill prohibits employment practices that discriminate against making reasonable accommodations for qualified employees affected by pregnancy, childbirth, or related medical conditions. A qualified employee is an employee or applicant who, with or without reasonable accommodation, can perform the essential functions of the position, with specified exceptions. Specifically, the bill declares that it is an unlawful employment practice to fail to make reasonable accommodations to known limitations of such employees unless the accommodation would impose an undue hardship on an entity's business operation; require a qualified employee affected by such condition to accept an accommodation other than any reasonable accommodation arrived at through an interactive process; deny employment opportunities based on the need of the entity to make such reasonable accommodations to a qualified employee; require such employees to take paid or unpaid leave if another reasonable accommodation can be provided; or take adverse action in terms, conditions, or privileges of employment against a qualified employee requesting or using such reasonable accommodations. The bill sets forth enforcement procedures and remedies that cover different types of employees in relation to such unlawful employment practices. The Equal Employment Opportunity Commission must provide examples of reasonable accommodations that shall be provided to affected employees unless the employer can demonstrate that doing so would impose an undue hardship. The bill prohibits state immunity under the Eleventh Amendment to the Constitution from an action for a violation of this bill.
This resolution expresses support for the designation of May 13, 2021, as National Senior Fraud Awareness Day and encourages the development of policies that help prevent scams targeting older adults.
This resolution designates the week of May 9-May 15, 2021, as National Police Week.
Helping Emergency Responders Overcome Act or the HERO Act This bill establishes a series of programs relating to the behavioral health of law enforcement officers, first responders, 9-1-1 operators, and other public safety officers and health care providers. The programs include a public safety officer suicide-reporting system at the Centers for Disease Control and Prevention, a grant program for peer-support behavioral health and wellness programs within fire departments and emergency medical services agencies, and a grant program for behavioral health and wellness programs for health care providers.
Pursuing Equity in Mental Health Act This bill establishes and expands programs to address racial and ethnic disparities in mental health. Specifically, the Department of Health and Human Services (HHS) must award grants to establish interprofessional behavioral health care teams in areas with a high proportion of racial and ethnic minority groups. In addition, HHS may award grants to incorporate best practices and competencies to address mental health disparities in curricula for training social workers, psychologists, and other behavioral health professionals. HHS must also promote behavioral and mental health and reduce stigma associated with mental health conditions and substance use disorder through outreach to racial and ethnic minority groups. HHS must consult with appropriate advocacy groups and behavioral health organizations to develop a strategy for this outreach. The bill also (1) reauthorizes the minority fellowship program to support the education of mental health professionals who provide services to racial and ethnic minorities, and (2) requires studies on mental health disparities and the effects of social media use on adolescents.
