Maddy summaryThis bill, titled KOMBUCHA, removes federal excise taxes on kombucha beverages that contain 1.25 percent alcohol by volume or less. By amending the Internal Revenue Code, it ensures these drinks are no longer taxed as wine or beer, provided they are fermented using specific bacteria and yeast cultures and made from ingredients like tea, fruit juice, or honey. The changes apply to all kombucha produced after the law is enacted, directly affecting manufacturers and sellers of low-alcohol fermented drinks.
Maddy summaryThe FAIR Labels Act of 2026 establishes new labeling requirements for cell-cultivated protein products and plant-based alternatives designed to look like meat or poultry. It mandates that labels for these products prominently display the terms "cell-cultivated" or "plant-based alternative protein product" and include clear disclaimers stating the items are not derived from live animals or birds. Additionally, the bill updates regulatory oversight by requiring the USDA and FDA to revise their agreement, assigning the USDA primary responsibility for regulating cell-cultivated meat and poultry while the FDA oversees production safety and facility compliance. The legislation also directs these agencies to create common standards of identity for these products within 180 days of enactment.
Maddy summaryThis bill, the IRS Whistleblower Program Improvement Act, aims to strengthen protections and incentives for individuals who report tax violations to the Internal Revenue Service. It directly affects whistleblowers who submit information about tax evasion or avoidance schemes and the IRS officials who evaluate those reports. Key changes include requiring Tax Court reviews of whistleblower awards to be conducted de novo based on the original administrative record, granting whistleblowers anonymity before the Tax Court unless a societal interest outweighs potential harm, and adding interest to award amounts if the IRS delays providing preliminary recommendations. The legislation also modifies IRS annual reports to include descriptions of top tax avoidance schemes disclosed by whistleblowers and corrects a provision regarding attorney fee deductions for whistleblowers.

It also allows CBP to share such information with additional parties (e.g., importers or rights holders) as determined appropriate by the Commissioner. The changes aim to improve coordination between enforcement and industry for intellectual property protection.
Clergy Act This bill establishes a two-year window for certain members of the clergy and Christian Science practitioners to revoke their exemption from Social Security and Medicare taxes on ministerial earnings. Under current law, such individuals who object to participation in public insurance programs on religious or conscientious grounds may apply to the Internal Revenue Service (IRS) for an irrevocable exemption and will not receive Social Security or Medicare benefits in retirement unless they have qualifying credits from other employment. The IRS must develop a plan to inform members of the clergy and Christian Science practitioners of their eligibility to revoke prior exemptions, pursuant to the bill's changes.

Equal Representation Act This bill requires that the statement sent by the President to Congress after the decennial census indicating the number of persons in each state exclude noncitizens. (This statement is the basis for reapportionment of U.S. Representatives.) The bill also requires any questionnaire used in the decennial census to include a checkbox or other similar option for respondents to indicate whether the respondent and each household member is (1) a U.S. citizen, (2) a U.S. national but not a citizen, (3) a non-U.S. national ( alien under federal law) lawfully residing in the United States, or (4) a non-U.S. national unlawfully residing in the United States.
