Sustainable Budget Act of 2021 This bill establishes the National Commission on Fiscal Responsibility and Reform within the legislative branch to identify policies to improve the fiscal situation in the medium term and achieve fiscal sustainability over the long term. The commission must propose recommendations that (1) are designed to balance the budget, excluding interest payments on the debt, within 10 years; and (2) meaningfully improve the long-term fiscal outlook, including changes to address the growth of entitlement spending and the gap between projected federal revenues and expenditures. Congress must consider the commission's recommendations using specified expedited legislative procedures.

This bill extends for two years the election and capital gain deferral periods for qualified opportunity zones. An opportunity zone is an economically-distressed community where private investments, under certain conditions, may be eligible for capital gain tax incentives.

COVID-19 Language Access Act This bill requires each federal agency that receives federal assistance related to the COVID-19 (i.e., coronavirus disease 2019) pandemic to translate any English language written material prepared for the general public relating to the pandemic, including COVID-19 vaccine distribution and education, into specified languages not later than seven days after such material is made available in English. Such languages shall include, at a minimum, the following: Spanish, Arabic, Cambodian, Chinese, Haitian Creole, French, Hindi, Hmong, Italian, Japanese, Korean, Laotian, Russian, Tagalog, Urdu, Vietnamese, Greek, Polish, Thai, and Portuguese.

Reforming America's Fiscal Toolkit Act of 2021 or the RAFT Act of 2021 This bill modifies the federal budget process to provide for the establishment of a target for the ratio of the public debt to the estimated gross domestic product (GDP). Specifically, the bill requires congressional budget resolutions to include a recommended ratio of public debt to GDP. In addition, congressional budget resolutions for even-numbered fiscal years must either (1) instruct one or more congressional committees to recommend changes in existing laws necessary to achieve the target ratio, or (2) request the establishment of a Joint Select Committee on Fiscal Responsibility to make the recommendations. The bill also sets forth requirements for (1) establishing the Joint Select Committee on Fiscal Responsibility if it is requested, and (2) considering the recommendations of the joint committee or other congressional committees using expedited legislative procedures in the Senate.

National Broadband Plan for the Future Act of 2021 This bill requires the Federal Communications Commission (FCC) to update the national broadband plan, which establishes benchmarks to meet the goal of ensuring that all people of the United States have access to broadband capability. This update must include (1) an assessment of the progress in achieving the goals of the original national broadband plan; (2) an examination of the effects of the COVID-19 (i.e., coronavirus disease 2019) pandemic on how people learn, work, receive medical information and treatment, and participate in civic communications; and (3) an analysis of the change in reliance people will have on services enabled by broadband internet access service as a result of COVID-19. The FCC must report annually on its progress toward achieving the goals of the updated national broadband plan.

This resolution expresses the sense of the House of Representatives that the U.S. Postal Service should continue door delivery for all customers.

Gun Violence Prevention Research Act of 2021 This bill authorizes the Centers for Disease Control and Prevention to conduct or support research on firearms safety or gun violence prevention.

This resolution supports the naming of new or undedicated Department of Veterans Affairs facilities after women veterans and minority veterans to reflect the diversity of all who have served in the Armed Forces.

Real Economic Support That Acknowledges Unique Restaurant Assistance Needed To Survive Act of 2021 or the RESTAURANTS Act of 2021 This bill temporarily establishes and provides funding for the Restaurant Revitalization Fund, from which the Department of the Treasury shall make grants to eligible food and beverage purveyors to cover specified costs such as payroll, operational expenses, and paid sick leave. For the grant program's initial period, Treasury must (1) prioritize awarding grants to marginalized and underrepresented communities, and (2) only award grants to eligible food and beverage purveyors with annual revenues of less than $1.5 million in 2019. For tax purposes, grant amounts are excluded from the recipient's gross income. An entity that received a loan under the Paycheck Protection Program established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019) may not apply for or use a restaurant revitalization grant for the same expenses for which the entity received the paycheck protection loan. Further, a grant applicant may request an additional amount to cover the cost of providing 10 days of paid sick leave to its employees. Treasury must report a list of grant recipients with the amount each recipient received, as well as demographics and other specified information.

Small Business Tax Fairness and Compliance Simplification Act This bill expands the tax credit for a portion of the employer-paid Social Security taxes for employee cash tips to include beauty service establishments. (Under current law, the credit is limited to tips received for providing, serving, or delivering food or beverages.) The credit applies to tips received in connection with providing beauty services to a customer or client if tipping employees who provide the service is customary. Beauty services include barbering and hair care, nail care, esthetics, and body and spa treatments. The bill also (1) establishes an employer tip reporting safe harbor for beauty service establishments, and (2) specifies reporting requirements for income received from renting space to individuals who provide beauty services. The employer tip reporting safe harbor for beauty service establishments provides an exemption from certain Internal Revenue Service tip examinations for employers who meet certain requirements for educational programs, reporting procedures, compliance with tax law, and recordkeeping.
