Creates the Fiscal Year 2006 Hospital Assessment Act. Contains only a short title provision.

Amends the Radiation Protection Act of 1990. Changes references in the Act from the "Department of Nuclear Safety" to the "Illinois Emergency Management Agency". Provides for the Illinois Emergency Management Agency to issue a violation abatement order if an examination of records causes the Agency to believe there has been a violation of the Act or any rules or regulations promulgated under the Act. Effective immediately.
Amends the Criminal Code of 1961. Prohibits the sale of yo-yo waterballs in the State. Provides that a violation is a business offense punishable by a $1,001 fine for each violation. Provides that each sale of a yo-yo waterball is a separate offense.
Amends the Firearm Owners Identification Card Act. Requires a person to have a currently valid Firearm Owner's Identification Card issued in his or her own name by the Department of State Police in order to acquire or possess a stun gun or taser. Exempts certain military, law enforcement, and other specified persons.
Amends the Chicago Municipal Article of the Illinois Pension Code. Provides that if (1) a member has a spouse who would have qualified for a minimum annuity for widows at the time of the member's retirement, (2) the qualifying spouse dies, (3) the member subsequently remarries, and (4) the member does not receive a refund of widow's annuity deductions, then the member's widow shall be entitled to a widow's annuity if (i) the member dies after May 1, 2004 and before November 1, 2004 and (ii) the widow was married to the member for at least the last 10 years prior to the member's death. Provides that if a widow who is receiving a widow's annuity under the provisions of this amendatory Act of the 94th General Assembly remarries, that widow's annuity shall be terminated. Requires application on or before July 1, 2006. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Recognizes Rotary International Day on February 23, 2005.
Directs the Department of Commerce and Economic Opportunity to work with the Office of the Governor, the General Assembly, the City of Chicago, and the Illinois Biotechnology Industry Organization and other representative members of the industry: (i) to formulate and make recommendations and thereafter to report to the Senate those recommendations regarding the State's commitment to the continued growth and development of the life sciences and biotechnology in the State of Illinois; and (ii) to identify measures and make recommendations to promote and market "BIO 2006", the BIO International Convention.
Amends the Build Illinois Bond Act. Makes a technical change in a Section concerning the sale of bonds.
Mourns the death of Brian Avery of Wilmette.
Creates the FY2005 Budget Implementation Act. Provides that the purpose of the Act is to make the changes in State programs that are necessary to implement the Governor's FY2005 budget recommendations.
