Amends the Communicable Disease Prevention Act. Makes a technical change in a Section concerning the authority of the Department of Public Health to pay for health insurance coverage on behalf of HIV-infected persons.
Appropriates $2 from the General Revenue Fund to the Commission on Government Forecasting and Accountability for its FY 06 ordinary and contingent expenses. Effective July 1, 2005.
Amends the Consumer Fraud and Deceptive Business Practices Act. Makes it an unlawful practice within the meaning of the Act for a facilitator to directly or indirectly charge a refund anticipation loan fee for the making of or in connection with a refund anticipation loan when: (i) the refund anticipation loan is issued to a borrower who is eligible to receive the Illinois Earned Income Tax Credit under Section 12 of the Illinois Income Tax Act; and (ii) the refund anticipation loan has an interest rate in excess of 26% per annum. Sets out disclosure requirements for the facilitator. Provides a formula for calculating the interest rate for a refund anticipation loan. Repeals the Tax Refund Anticipation Loan Disclosure Act.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning State employees.
Amends the Technology Development Act. Provides that no greater than 3% (now, 1%) of the Treasurer's investment portfolio at the time of investment (now, at any time) may be segregated in the Technology Investment Account. Provides that the Treasurer's investment in a fund created by an Illinois venture capital firm may not exceed 15% (now, 10%) of total investments in the venture capital fund. Effective immediately.
