FREE CAMPAIGN AIR TIME

Amends the Public Utilities Act. Provides that, in the 4 weeks before an election, any candidate for public office is entitled to 120 minutes of air time at no cost, available between 9 a.m. and 9 p.m., during any public, education, or government access programming aired in the jurisdiction that the candidate seeks to represent. Provides that the Illinois State Board of Elections shall adopt rules to enforce those provisions. Provides that the rules shall be made public and posted on the Illinois State Board of Elections' website. Provides that each cable operator shall publish rules of access and post them on its website Effective on January 1, 2016.

COMPREHENSIVE REG PLAN-FUND

Amends the State Finance Act. Re-creates the Comprehensive Regional Planning Fund. Provides a continuing appropriation of $5,000,000 adjusted for inflation from the General Revenue Fund to the Fund. Directs the Department of Transportation to annually distribute moneys received in the Fund without appropriation according to a specified formula. Effective immediately.

CONVERSION THERAPY PROHIBITION

Creates the Conversion Therapy Prohibition Act. Defines "mental health provider" and "sexual orientation change efforts". Provides that no mental health provider shall engage in sexual orientation change efforts with a person under the age of 18. Further provides that any sexual orientation change effort attempted on a person under the age of 18 by a mental health provider shall be considered unprofessional conduct and that a mental health provider found to have engaged in a sexual orientation change effort shall be disciplined by the licensing entity or disciplinary review board with competent jurisdiction.

UTILITIES-RECEIVABLES-PRICE

Amends the Public Utilities Act. In provisions concerning the purchase of an alternative retail electric suppliers' receivables, including uncollectible receivables by a purchasing electric utility, provides that the purchasing electric utility shall not purchase receivables that are priced higher than the price obtained for consumers through the procurement process set out in the Public Utilities Act.
