Amends the Residential Mortgage License Act of 1987. Requires a person or other entity licensed under the Act to post on its Internet website a list of all documents, records, or other information, including communications with third parties, that the licensee will, or is likely to, request from a borrower as part of the loan application process.

Amends the Transparency in College Textbook Publishing Practices Act. Prohibits a publisher of college textbooks from offering or giving anything of monetary value to any person involved in the selection of a textbook or supplemental material for a course taught at a public institution of higher education if the offer or gift influences or is intended to influence the action or judgment of the person in selecting a textbook or supplemental material. Prohibits a person involved in the selection of a textbook or supplemental material for a course taught at an institution from soliciting or accepting anything of monetary value from a publisher of college textbooks if the solicitation or acceptance influences or is intended to influence the action or judgment of the person in selecting a textbook or supplemental material. Sets forth exceptions to these prohibitions. Provides that a person who violates the prohibitions is guilty of a petty offense. Effective July 1, 2013.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning the General Assembly.
Amends the School Code. Requires the State Board of Education to develop and maintain a uniform accounting and reporting system for the receipts and expenditures of school districts. Provides that the accounting records maintained by each district must be coordinated with the uniform accounting system. Requires each district to record the receipts and expenditures of the district in accordance with a uniform classification of accounts or chart of accounts and reports as prescribed by the State Board. Requires each district to submit such reports and statements as may be required by the State Board. Requires the State Board to design, revise, and direct the use of accounting records and fiscal procedures and prescribe uniform classifications for receipts and expenditures for all districts. Sets forth requirements for the accounting system. Provides that the State Board shall prescribe the necessary forms to be used by districts in connection with the uniform accounting system.
Amends the Code of Civil Procedure. Provides that if a contract allows for the recovery of attorney's fees in an action brought to enforce the contract, the court may also allow reasonable attorney's fees to the defendant if the defendant prevails in the action.
Amends the Unemployment Insurance Act. Makes a technical change in a Section concerning the short title of the Act.
Encourages tolerance and the prevention of future violence by promoting education about diverse cultures and religions. Shows gratitude to the first responders, congregants, and the local community in Wisconsin who helped to save lives and prevent even greater losses after the devastating act of violence that occurred at the Sikh Temple of Wisconsin on August 5, 2012.
Amends the State Universities Article of the Illinois Pension Code. Provides that if an employer notifies the State Universities Retirement System that it has employed an annuitant for more than 100 paid days or 500 paid hours in a school year, then the System shall certify to the employer the current value of the annual retirement annuity of that annuitant. Provides that if an employer receives such a certification, then the employer shall pay the certified amount to the System within one year after receiving the certification. Amends the University of Illinois Act, Southern Illinois University Management Act, Chicago State University Law, Eastern Illinois University Law, Governors State University Law, Illinois State University Law, Northeastern Illinois University Law, Northern Illinois University Law, Western Illinois University Law, and Public Community College Act to make conforming changes. Effective July 1, 2012.
Amends the Alcoholism and Other Drug Abuse and Dependency Act. Provides that treatment under the supervision of a licensed program designated by the Department of Human Services is not available to: a first-time offender charged or convicted of possession of 15 grams or more (rather than any amount) of methamphetamine; or a person who is otherwise ineligible for probation under specified provisions of the Methamphetamine Control and Community Protection Act.
Amends the Department of Employment Security Law of the Civil Administrative Code of Illinois. Provides that the Department of Employment Security shall create a web-based application using data from the Quarterly Census of Employment and Wages (QCEW) program of the Bureau of Labor Statistics and that the Department shall make the application available to the public on its website. Provides that the application shall enable a user to enter specified data and shall generate a spreadsheet setting forth, for each North American Industry Classification System (NAICS) business classification code having the number of digits specified by the user, specified employee or employer information from the QCEW program. Provides that information may not be disclosed if disclosure would violate State or federal privacy or confidentiality laws, regulations, or restrictions and the spreadsheet shall include notations where that information is not disclosed. Provides that the application shall make the spreadsheet available for viewing online and downloading by the user and the Department's website shall contain instructions for the use of the application.
