Amends the Charter Schools Law of the School Code. Provides that (i) no renewal of a previously certified contract is effective unless and until the State Board certifies that the renewal is consistent with the Law and (ii) a material revision to a previously certified contract may go into effect immediately upon approval of both the local school board and the governing body of the charter school, unless either party requests certification by the State Board (instead of providing that no material revision to a previously certified contract or a renewal shall be effective unless and until certification is made by the State Board). Provides that the first day of the fiscal year of a charter school shall be July 1 (instead of no earlier than August 15 and no later than September 15 of a calendar year). Effective July 1, 2014.

Amends the Metropolitan Water Reclamation District Act. Provides that the district may sell or otherwise dispose of recovered resources or renewable energy resources resulting from the operation of district facilities. Allows the district to take in materials used in the generation of usable products from recovered resources or which increase the production of renewable energy resources. Provides legislative findings, and defines terms. Effective immediately.
Amends the Criminal Identification Act. Provides that a petitioner may petition the circuit court to expunge the records of his or her arrests when he or she has been convicted of or placed on supervision for a misdemeanor that occurred more than 15 years before the filing of the petition if the person has not committed another offense within that period, other than minor traffic offenses. Provides that prior to the granting of the petition, the Director of State Police shall certify that the person has no other records of arrest and conviction within that time period, other than minor traffic offenses. Provides that the circuit court clerk shall charge a $150 fee per offense plus court costs for the expungement. Provides that the fees shall be deposited in the State treasury in a special fund known as the Misdemeanor Expungement Fund. Provides that the Secretary of Human Services shall disburse moneys in the fund as grants to certain specified organizations.
Creates the Natural Resource Restoration Trust Fund Act. Creates the Illinois Natural Resource Restoration Trust Fund in the State Treasury to receive deposits of moneys available from or intended for the investigation, assessment, restoration, or replacement of injured or damaged natural resources resulting from claims pursued under the laws of the United States, this State, or other statutory or common law. Authorizes the use of the Fund by the Department of Natural Resources for specified purposes. Amends the State Finance Act. Creates the Natural Resource Restoration Trust Fund. Effective immediately.
Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that the Department of Human Services shall develop a training program for authorized direct care staff to administer medications (deletes oral and topical) under the supervision and monitoring of a registered professional nurse. Defines "medications" and "insulin in an injectable form" in relation to direct care staff administering medications to persons with a developmentally disability under the supervision and monitoring of a registered professional nurse in settings of 16 persons or fewer that are funded or licensed by the Department of Human Services and that distribute or administer medications and intermediate care facilities for the developmentally disabled with 16 beds or fewer that are licensed by the Department of Public Health. Establishes procedures in relation to direct care staff administering insulin. Effective immediately.
Amends the Environmental Protection Act. Removes an obsolete reference concerning tire user fees. Effective immediately.
Amends the Illinois Water Well Construction Code. Changes the definitions of "modification" and "closed loop well". Makes other changes. Effective immediately.
Amends the Older Adult Services Act. Adds provisions creating a Home Care Consumer Bill of Rights, which includes the following rights: to basic safety; to information concerning the availability of home care services and other matters; to choice, participation, and self-determination in connection with planning home care services; to care and services provided in a way that promotes a consumer's dignity and individuality; and to redress of grievances. Requires the Department on Aging, in collaboration with the departments of Public Health and Healthcare and Family Services and other agencies, to develop a plan for enforcing the Home Care Consumer Bill of Rights. Effective immediately.
Amends the Clinical Psychologist Licensing Act. Makes changes to the qualifications for licensure as a clinical psychologist. Requires that an applicant for licensure be a graduate of a doctoral program in clinical, school, or counseling psychology either accredited by the American Psychological Association or the Psychological Clinical Science Accreditation System or approved by the Council for the National Register of Health Service Providers in Psychology or other national board (rather than accredited by the American Psychological Association or approved by the Council for the National Register of Health Service Providers in Psychology or other national board).
Amends the Freedom from Drone Surveillance Act. Provides that except as provided in the Act, a law enforcement agency may not acquire information from or direct the acquisition of information through the use of a drone owned by a private third party. Provides that in the event that law enforcement acquires information from or directs the acquisition of information through the use of a privately owned drone under the Act, any information so acquired is subject to the retention and disclosure requirements of the Act. Provides that nothing in the Act prohibits private third parties from voluntarily submitting information acquired by a privately owned drone to law enforcement. Provides that in the event that law enforcement acquires information from the voluntary submission of that information whether under a request or on a private drone owner's initiative, the information is subject to the retention and disclosure requirements of the Act.
