Creates the Automatic Individual Retirement Account Program Act. Establishes a portable retirement savings program for employees of employers that have not offered a qualified retirement plan to their employees within the last 2 years. Provides for the deduction of moneys from the wages of persons enrolled in the program. Provides for the deposit of those moneys in the Automatic IRA Program Fund. Authorizes a 7-member board to invest those moneys, choose permitted retirement program investment options, and make other programmatic decisions. Sets forth requirements pertaining to the Board and its composition and duties. Grants the Department of Employment Security administrative and enforcement powers. Also contains provisions concerning: investment firms; permissible investments; default enrollee contributions; investment policies; payroll deduction retirement savings arrangements; duties and liabilities of the State and employers; enrollee information packets; required audits and reports; penalties; rules; and program implementation. Amends the State Finance Act. Adds the Automatic IRA Program Fund and the Department of Employment Security Administrative Enforcement Fund. Effective immediately.

Amends the State Universities Article of the Illinois Pension Code. Delays by one year the implementation of the return to service provisions added by Public Act 97-968. Authorizes an employer to notify the System that an annuitant is returning to service by providing the annuitant's rate of compensation and anticipated length of employment (now, an employer may give notice in that manner only if there is not a written employment contract). Effective immediately.
Creates the Freedom From Cell Phone Location Surveillance Act. Provides that a law enforcement agent may not obtain location information without a search warrant based on probable cause issued under the search warrant provisions of the Code of Criminal Procedure of 1963, except as otherwise provided in the Act. Provides that a law enforcement agent may obtain location information: (1) in order to respond to a user's call for emergency services; (2) with the express consent of the subscriber or user of the electronic communications device concerned; or (3) when a law enforcement agent reasonably believes that obtaining location information without delay is necessary to protect a person in an emergency situation involving a clear and present danger of imminent death or great bodily harm, and the request for disclosure of location is narrowly tailored to address the emergency situation, subject to certain limitations. Provides that except as proof of a violation of the Act, no evidence obtained in violation of the Act shall be admissible in any criminal, civil, administrative, or other proceeding, unless the State can prove that evidence obtained would inevitably have been discovered by lawful means as a part of the ongoing investigation.
Amends the Renewable Energy, Energy Efficiency, and Coal Resources Development Law of 1997. Makes a technical change in Section concerning legislative findings.
Amends the General Assembly Article of the Illinois Pension Code. Provides that the provision concerning automatic increases in retirement annuity applicable to eligible participants who remain in service after attaining 20 years of creditable service does not apply to any person who retires after the effective date of the amendatory Act. Contains a nonacceleration provision.
Creates the Drone Task Force to study the various ways in which drones are and can be used by law enforcement, other government entities, and private citizens or entities, and to evaluate whether and how to limit the use of drones by law enforcement, other government entities, and private citizens or entities.
