Amends the Medical Assistance Article of the Illinois Public Aid Code. Extends the period of eligibility within which a hospital, that would have qualified for the rate year beginning October 1, 2011 or October 1, 2012, shall be a Safety-Net Hospital. Effective immediately.
Amends the Hospital Services Trust Fund Article of the Illinois Public Aid Code. In provisions requiring the Department of Healthcare and Family Services to pay safety-net hospitals a low volume add-on payment of $200 for each inpatient General Acute and Psychiatric day of care, removes the December 31, 2026 sunset date for such add-on payments. Effective immediately.
Amends the School Code. In provisions concerning the award of certain contracts to the lowest responsible bidder, provides that a contract for goods, services, or management in the operation of a school's food service entered into between a school board and a food service management company shall (1) be for a duration of no longer than one year, with options for yearly renewal of the contract not exceeding 4 additional years and (2) include a termination clause whereby either party may cancel for cause after a 60-day notification. Provides that all competitive bids for a contract for goods, services, or management in the operation of a school's food service entered into between a school board and a food service management company are subject to standardized evaluation criteria created by the State Board of Education for scoring that have been published on the State Board's website in advance. Provides that the school board shall maintain a record of the evaluation scoring, to be disclosed to all bidders within 10 days after the date of the award of the contract.
Amends the State Finance Act. In provisions concerning vouchers, provides that the signature requirement for construction contracts procured by the Department of Transportation shall apply to contracts, contract renewals, and orders against a master contract in the amount of $750,000 or more in a fiscal year and to any contract amendment or change to an existing contract that increases the value of the contract to or by $750,000 or more in a fiscal year. Amends the Public Contract Fraud Act. In provisions concerning spending money without obtaining title to land, provides that the Department of Transportation may proceed with bidding or awarding a contract or any construction activities once it has complied with specified federal requirements. Amends the Real Estate Appraiser Licensing Act of 2002. Makes changes in provisions concerning: waiver valuations; endorsement; grounds for disciplinary action; citations; discrimination; investigation, notice, and hearing; and meetings of the Real Estate Appraisal Administration and Disciplinary Board. Amends the Illinois Highway Code. In provisions allowing the Department of Transportation to acquire an interest in land, rights, or other property for specified road construction purposes, specifies that the property may be public or private property. Makes other changes. Effective immediately.
Amends the School Code. Allows the school board of a school district to use an adopted and verified program for e-learning days district-wide that permits student instruction to be received electronically while students are not physically present on an election day because a school was selected to be a polling place (rather than adopt a research-based program for e-learning days district-wide that shall permit student instruction to be received electronically while students are not physically present because a school was selected to be a polling place). Provides that e-learning days used for this purpose may not be counted in lieu of the district's scheduled emergency days.
Amends the Business Assistance and Regulatory Reform Act. Provides that the Office of Business Permits and Regulatory Assistance may establish a matching grant program to incentivize and assist units of local government in improving the use of technology tools for permitting and licensing processes. Sets forth reporting requirements for State agencies with jurisdiction over business permitting or licensing. Creates an Interagency Business Permitting and Licensing Reform Advisory Committee to coordinate business permitting and licensing processes. Sets forth provisions concerning membership of the advisory committee.
Amends the Medical Assistance Article of the Illinois Public Aid Code. In provisions concerning the Medicaid Access Adjustment payments to nursing facilities, provides that for dates of service beginning January 1, 2027, the Medicaid Access Adjustment shall be increased by $5.75 to $10.50 per diem. Provides that beginning January 1, 2027, facilities located outside of Rate Areas 6, 7, and 8 shall have the Medicaid percent of occupied bed days to be at least 60% of all occupied bed days adjusted quarterly to qualify for the Medicaid Access Adjustment. Provides that the remaining facilities shall have their threshold remain at 70%.
Amends the Illinois Emergency Management Agency Act. Authorizes the Illinois Emergency Management Agency and Office of Homeland Security to make grants to small businesses for eligible security improvements that assist the small business in preventing, preparing for, or responding to threats, attacks, or acts of terrorism. Provides that a small business eligible for a grant under the program must meet certain requirements. Creates the IEMA At-Risk Small Business Security Grant Fund as a special fund in the State treasury. Provides that the Illinois Emergency Management Agency and Office of Homeland Security is authorized to use moneys appropriated from the Fund to make grants to small businesses for target hardening activities, security personnel, and physical security enhancements and for the payment of administrative expenses associated with the Illinois At-Risk Small Business Security Grant Program, except that, beginning on the effective date of this amendatory Act, the Agency shall not award grants under the specified Section to those entities whose primary purpose is to provide medical or mental health services. Amends the State Finance Act to make conforming changes.
Creates the Lead Service Line Replacement Bonding Act. Authorizes the Illinois Environmental Protection Agency to issue up to $2,000,000,000 in bonds to provide funding for the Lead Service Line Replacement Loans Program. Defines key terms. Provides that bond proceeds may be used for loans to replace lead service lines, principal forgiveness or negative interest loans for disadvantaged communities, costs of issuance and administration, and refinancing or refunding of similar obligations.
Amends the Hospital Licensing Act. Provides that a hospital licensed under the Act shall not charge a covered hospital employee more than 10% of the total health insurance premium cost. Provides that any agreement permitting a charge to a covered hospital employee in excess of 10% of the total health insurance premium cost shall be deemed invalid, void, and unenforceable. Provides that a hospital in violation of those provisions shall pay a civil penalty of $500 to the Department of Public Health for each impacted covered hospital employee.
