Urges the Secretary of State to study and consider the issuance of optional digital driver's licenses for Illinois motorists.

Amends the Criminal Code of 2012. Creates the offense of unlawful use of a three-dimensional printer to create a firearm. Provides that a person commits the offense when he or she knowingly uses a three-dimensional printer to create a fully functioning firearm. Adds exemptions for: (1) a person who possesses a license to manufacture firearms under the federal Gun Control Act of 1968; (2) a person who is actually engaged in the business of manufacturing and selling any piece or part of a firearm, but only with respect to the activities which are within the lawful scope of that business; or (3) a person who uses a three-dimensional printer to create a prototype of a firearm. Adds definitions of "prototype" and "three-dimensional printer". Provides that a violation is a Class A misdemeanor.
Amends the Business Corporation Act of 1983. Makes a technical change in a Section concerning franchise taxes payable by domestic corporations.
Amends the Video Gaming Act. Makes a technical change in a Section concerning the short title.
Urges the General Assembly to adopt legislation containing provisions that carry out the purpose and effect of the Massachusetts Food Allergy Awareness Act to ensure consumer awareness regarding food allergies and also to assist restaurants and other entities serving food in Illinois in preventing tragedies that can come with severe allergic reactions to food.
Amends the Video Gaming Act. Makes a technical change in a Section concerning the short title.
Amends the Consumer Fraud and Deceptive Business Practices Act in relation to patent infringement claims. Provides that it is unlawful to make bad faith patent claims rather than to issue unfair or deceptive patent infringement demand letters. Defines terms. Provides that a target of a bad faith patent claim may obtain equitable relief, damages, costs, attorney's fees, and punitive damages. Provides that a target may seek to require the person making the patent infringement claim to post a bond. Sets forth criteria for determining whether a claim is a bad faith claim. Authorizes the Attorney General to bring an action to enjoin violations.
Amends the Firearm Owners Identification Card Act. Provides that on and after the effective date of the amendatory Act, each applicant for the issuance or renewal of a Firearm Owner's Identification Card shall include a full set of fingerprints in electronic format to the Department of State Police for the purpose of identity verification. Provides that a license application shall contain a full set of fingerprints submitted to the Department in electronic format for the purpose of verification of identity (rather than a license application shall contain a full set of fingerprints submitted to the Department in electronic format provided the Department may accept an application submitted without a set of fingerprints in which case the Department shall be granted 30 days in addition to the 90 days period to issue or deny a license).
Amends the Firearm Owners Identification Card Act. Provides that the Department of State Police has authority to deny an application for or to revoke and seize a Firearm Owner's Identification Card previously issued under the Act if the Department finds that the applicant or the person to whom the card was issued is or was at the time of issuance not covered by a policy of liability insurance in the amount of at least $100,000 specifically covering any damages resulting from negligent or willful acts involving the use of a firearm while owned or carried by the person. Provides that a person shall be deemed the owner of a firearm after the firearm is lost or stolen until the loss or theft is reported to the police department or sheriff of the jurisdiction in which the owner resides.
Amends the Code of Criminal Procedure of 1963. Provides that a law enforcement officer may not search or inspect a motor vehicle, its contents, the driver, or a passenger solely because the driver or passenger consented to the search. Provides that a law enforcement officer may only search or inspect a motor vehicle, its contents, the driver, or a passenger: (1) under a warrant for that search issued under the Search and Seizure Article of the Code; (2) under certain circumstances following a lawful arrest; or (3) if the law enforcement officer has probable cause that an offense or ordinance violation has been committed by the driver or passenger.
