Amends the Secretary of State Act. Makes technical changes in a Section concerning the deposit of public acts with the Secretary of State.

Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the Offices of the Comptroller and Treasurer. Provides instead for a single Comptroller of the Treasury. Provides that the Comptroller of the Treasury shall (i) maintain the State's central fiscal accounts and order payments into and out of the funds held by him or her, (ii) be responsible for the safekeeping and investment of monies and securities deposited with him or her, and for their disbursement upon his or her order, and (iii) have the duties and powers that may be prescribed by law. No Comptroller or Treasurer shall be elected in 2010 and thereafter. Effective otherwise upon conclusion of the terms of the Comptroller and the Treasurer elected in 2006.
Amends the General Assembly Organization Act. Makes technical changes in a Section concerning the deposit of books, bills, documents, and papers with the Secretary of State.
Provides for the ratification of the proposed equal rights amendment to the United States Constitution.
Amends the State Finance Act. Makes a technical change in a Section concerning special funds.
Amends the School Code. Makes a technical change in a Section concerning the Chicago school district.
Amends the Environmental Protection Act. Provides that, upon making a finding that an open dump poses a threat to the public health or to the environment, the Environmental Protection Agency may take whatever preventive or corrective action is necessary or appropriate to end that threat. Sets forth the preventive or corrective actions that may be taken. Sets forth the persons that are liable for all costs of corrective or preventive action incurred by the State as a result of open dumping, including the reasonable costs of collection. Provides that certain costs concerning open dumping, waste tires, and underground storage tanks constitute an environmental reclamation lien. Effective immediately.
Creates the Hospital Access and Accountability Act. Provides that a nonprofit corporation that operates a health facility shall give written notice to the Attorney General 20 days before it sells, leases, conveys, exchanges, transfers, or otherwise disposes of all or substantially all of its assets. Provides that a nonprofit corporation, including religious organizations, that operates or controls a health facility or operates or controls a facility that provides similar health care shall be required to provide written notice to and to obtain the written consent of the Attorney General prior to entering into any agreement or transaction to (i) sell, transfer, lease, exchange, option, convey, or otherwise dispose of its assets to a for-profit or nonprofit corporation or entity when a material amount of the assets of the nonprofit corporation are involved in the agreement or transaction or (ii) transfer control, responsibility, or governance of a material amount of the assets or operations of the nonprofit corporation to any for-profit or nonprofit corporation or entity or to any mutual benefit corporation or entity.
Amends the State Treasurer Act. Makes technical changes in a Section concerning the Treasurer's seal.
Amends the State Finance Act. Makes a technical change in a Section concerning the Tobacco Settlement Recovery Fund.
