INS-MEDICARE SUPPLEMENTAL INS

Amends the Illinois Insurance Code. Prohibits issuers of Medicare supplemental policies or certificates available for sale in this State from discriminating in the pricing of a policy or certificate because of the health status, claims experience, receipt of health care, or medical condition of an applicant in the case of an application for a policy or certificate that is submitted within 6 months of the first day on which the person enrolls for benefits under Medicare Part B or within a 6 month period beginning with the month in which the person received notice of retroactive eligibility to enroll. Requires issuers to: make available to persons eligible for Medicare without regard to age each type of Medicare supplement policy the issuer currently makes available in this State; and provide the rights granted by the new provisions to any person who had enrolled for benefits under Medicare Part B prior to this amendatory Act who otherwise would have been eligible for coverage under the new provisions.

INS CANCER TRIAL ROUTINE COSTS

Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act. Requires that coverage under those Acts include coverage for routine patient care costs related to treatment of an insured in clinical cancer trials.

DUI FATALITY-NO PROBATION

Amends the Illinois Vehicle Code and the Unified Code of Corrections. Provides that a person convicted of aggravated driving under the influence of alcohol, drugs, or intoxicating compounds may not receive a sentence of probation or periodic imprisonment if the offense resulted in the death of a person.

INSURANCE COVER BLOOD LEAD

Amends the State Employees Group Insurance Act of 1971. Provides that the program of health benefits must include coverage for blood lead screening. Amends the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to require that coverage under those Acts include coverage for blood lead screening.

CD OF CIV PRO-PROCEEDINGS

Amends the Code of Civil Procedure. Increases the allowable amount of an estate of homestead property used as a residence from $7,500 to $15,000 for an individual and from $15,000 to $30,000 for 2 or more individuals. In the Sections concerning exemptions from judgment, attachment, or distress for rent, increases the allowable amount of personal property owned by the debtor from $2,000 to $4,000, the debtor's equity interest in any one motor vehicle from $1,200 to $2,400, and the value of implements, professional books, or tools of the trade of the debtor from $750 to $1,500.
