Amends the State Finance Act. Makes a technical change in a Section concerning the deposit of money received by the Division of Highways of the Department of Transportation into the road fund.

Amends the Illinois Banking Act. Provides that a bank may not disclose to any person, except to the customer or his or her duly authorized agent, any financial records or financial information obtained from financial records relating to that customer of that bank unless the financial records are disclosed in response to a lawful subpoena, summons, warrant, citation to discover assets, or court order which meets certain criteria (now, the records may be disclosed in response to a lawful subpoena, summons, warrant, or court order). Makes corresponding changes in other provisions.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning retail sales on Sundays.
Amends the Mental Health and Developmental Disabilities Code. Makes a technical change in a Section concerning the short title.
Amends the Board of Higher Education Act and the Public Community College Act. With respect to public community colleges, requires the approval of the establishment of new units of instruction, research, and public service and the review of existing programs of instruction, research, and public service to be made by the Illinois Community College Board rather than the Board of Higher Education. Removes a provision that requires the Illinois Community College Board to submit its budget proposal and plan for capital improvements of non-instructional facilities to the Board of Higher Education. Requires the Illinois Community College Board to develop a comprehensive community college plan. Requires the Illinois Community College Board to submit its budget proposal to the Governor, the General Assembly, the Governor's Office of Management and Budget, and the Commission on Government Forecasting and Accountability. Removes a reference to the Board of Higher Education's approval of a public community college's construction of a facility. Makes related changes.
Amends the Board of Higher Education Act and the Public Community College Act. Terminates the rights, powers, duties, and responsibilities of the Board of Higher Education with respect to the public community college system and transfers those rights, powers, duties, and responsibilities to, and provides for their assumption and exercise by, the Illinois Community College Board.
Amends the Savings Bank Act. Provides that a savings bank may not disclose to any person, except to the member or holder of capital or his or her duly authorized agent, any financial records relating to that member or shareholder of the savings bank unless the financial records are disclosed in response to a lawful subpoena, summons, warrant, citation to discover assets, or court order that meets certain requirements (now, a savings bank may only disclose financial records in response to a lawful subpoena, summons, warrant, or court order). Makes corresponding changes in provisions related to disclosure procedure and the reimbursement of costs associated with compliance.
Amends the Higher Education Student Assistance Act. With respect to the Monetary Award Program, provides that the grant amount must not exceed the amount that equals the average tuition and necessary fees for undergraduate students at public universities in this State for the academic year no more than 2 years prior to the academic year for which grant assistance is being requested (now the amount is $4,968) or the amount that equals the average tuition and necessary fees for undergraduate students at public universities in this State for the academic year for which grant assistance is being requested (instead of the amount that equals 2 semesters or 3 quarters tuition and other necessary fees required generally by the institution of higher learning of all full-time undergraduate students). Effective July 1, 2007.
