NO PUBLIC INVESTMENT IN IRAN

Calls upon the public retirement systems and pension funds to immediately enact all necessary actions to ensure that no public funds are invested in entities that have a direct financial relationship with the government of Iran, with the exception of any company engaged solely in providing humanitarian relief.

VEH CD-SEAT BELTS-SCHOOL BUS

Amends the Illinois Vehicle Code. Requires each school bus to be equipped with a seat safety belt for each passenger. Provides that a driver may not operate a school bus unless a seat safety belt is available to each passenger. Denies home rule powers. Makes a corresponding change in the Illinois Municipal Code. Amends the State Mandates Act to require implementation without reimbursement by the State.

FINANCE/HOUSING AUTH-LT GOV

Amends the Illinois Finance Authority Act, the Illinois Housing Development Act, and the International Port District Act. Adds the Lieutenant Governor as an ex officio, non-voting member of the governing boards established by those Acts. Effective immediately.

GAMING BD-SEPARATE FRM REVENUE

Amends the Department of Revenue Law of the Civil Administrative Code of Illinois and the Riverboat Gambling Act. Separates the Illinois Gaming Board from the Department of Revenue for the purposes of enforcing and administering the Riverboat Gambling Act. Makes conforming changes. Prohibits members of the Board from holding any other public office (rather than any other public office for which he or she shall receive compensation). Prohibits members of the Board from engaging in any political activity. Provides for an annual salary for Board members. Makes changes regarding disclosure of equity interests of the Board members and their spouses and children. In provisions concerning the powers and duties of the Board, removes language allowing the Director of Revenue to delegate responsibility for the administration and enforcement of certain Acts concerning gaming to the Board and adds language concerning appointing investigators and contracting with the Departments of State Police and Revenue for the use of investigators. Makes changes concerning appropriations from the State Gaming Fund. Makes other changes. Amends the Executive Reorganization Implementation Act. Excludes the Illinois Gaming Board from the definition of "agency directly responsible to the Governor". Amends the Illinois Pension Code. In the State Employees Article, adds investigators for the Illinois Gaming Board to provisions concerning the alternative formula. Exempts the changes from provisions concerning new benefit increases. In the Judges Article, allows a participant who, on January 1, 2007, is serving on the Illinois Gaming Board to continue to receive benefits despite that service. Exempts the changes from provisions concerning new benefit increases. Effective immediately.

PROMPT PAYMENT-BUDGET/PENALTY

Amends the State Budget Law of the Civil Administrative Code of Illinois. Requires that the Governor's submitted budget include information concerning the amount and description of overdue bills and invoices under the State Prompt Payment Act. Amends the Prompt Payment Act. Accelerates the payment period from 60 days after the bill is submitted to 30 days after the bill is submitted. Increases the interest penalty from 1% to 1.5% if the payment is not made within 60 days after the bill is submitted. Effective immediately.

LLC CREDITORS RIGHTS

Amends the Limited Liability Company Act. Removes language that limits a judgment creditor of a member or a transferee to the exclusive remedy of the listed Section for satisfying a judgment out of the judgment debtor's distributional interest in a limited liability company.
