Amends the Township Code. Provides that a vacancy in office occurs if a township officer or a member of a township board of directors resigns or is convicted of a disqualifying crime. Provides that an admission of guilt of a criminal offense that would, upon conviction, disqualify the officer from holding that office or the director from membership on the board, in the form of a written agreement with State or federal prosecutors to plead guilty to a felony, bribery, perjury, or other infamous crime under State or federal law, shall constitute a resignation from that office or board, effective at the time the plea agreement is made. Specifies that a conviction for an offense that disqualifies an officer from holding that office or a director from membership on the board occurs on the date of the return of a guilty verdict or, in the case of a trial by the court, the entry of a finding of guilt. Effective January 1, 2012.

Creates the College Planning Act. Establishes the College Planning Program, to be administered by the Illinois Student Assistance Commission. Provides that the Commission shall utilize the Program to target low-income and potential first-generation college students with programs to promote college awareness and planning. Sets forth provisions concerning the qualifications to participate in the Program, the benefits and services provided by the Commission, and Program disqualification. Effective immediately.
Creates the Renewable Energy Production District Act. Provides that any area within the boundaries of a single county may be incorporated as a renewable energy production district. Sets forth the procedure for establishing a renewable energy production district. Provides that a board of trustees shall govern a renewable energy production district. Sets forth the appointment, terms, and powers of the board members. Authorizes the board to sell the renewable energy produced by a renewable energy facility. Contains other provisions. Effective immediately.
Amends the Illinois State Auditing Act. Requires the Office of the Auditor General to operate a toll-free telephone hot line for the public to report allegations of fraud in the executive branch of State government. Authorizes the Office to conduct audits concerning alleged fraud and to refer allegations of fraud to the appropriate law enforcement authority or other governmental entity with jurisdiction over the alleged fraud. Effective immediately.
Creates the University Green Jobs and Technology Act. Provides that the Board of Higher Education shall require that green jobs certificate and degree programs offered by each State university be uniformly named. Requires the Board to annually publicize on its Internet website information concerning efforts made by State universities to promote the green technology industry. Requires each State university to develop agreements to share equipment required for students participating in green jobs certificate or degree programs or enrolled in a course of study concerning green jobs. Requires the Board to annually prepare and publish on its Internet website a list of every green jobs course and green jobs certificate and degree program offered by State universities and an inventory of green jobs-related equipment used by these universities. Provides that representatives from each State university, in conjunction with research centers affiliated with these universities that focus on clean or sustainable energy and that are located within the same geographic regions, shall meet annually to develop collaborative efforts with regard to the green technology industry. Effective immediately.
Amends the School Code. Requires a school board to work in concert with the Illinois High School Association to develop guidelines and other pertinent information and forms to inform and educate coaches, student athletes, and these athletes' parents and guardians of the nature and risk of concussions and head injuries, including continuing to play after a concussion or head injury. Requires the concussion and head injury information sheet to be signed and returned by a student athlete and the athlete's parent or guardian prior to the student athlete's initiating practice or competition. Provides that a school board shall adopt a policy requiring a student athlete who is suspected of sustaining a concussion or head injury in a practice or game to be removed from competition at that time. Requires the policy to provide that a student athlete who has been removed from play may not return to play until the student athlete is evaluated by a licensed health care provider trained in the evaluation and management of concussions and head injuries and the student athlete receives written clearance to return to play from that health care provider.
Amends the Criminal Code of 1961. Provides that a person commits false personation when he or she falsely represents himself or herself: to be another person and does an act in such assumed character with intent to obtain a benefit or to injure or defraud another; to be a representative of some person or organization and does an act in such false capacity with intent to obtain a benefit or to injure or defraud another; or to be another person by Internet website or electronic means with intent to obtain a benefit or injure or defraud another, or by such communication falsely represents himself or herself to be a public officer or public employee to induce another person to submit to such authority or act in reliance on such false representation. Provides that the trier of fact may infer that a person is falsely representing himself or herself to be a public officer or a public employee or an official or employee of the federal government if the person wears or displays without authority any uniform, badge, insignia, or facsimile thereof by which such public officer or public employee or official or employee of the federal government is lawfully distinguished, or if the person falsely expresses by his or her words or actions that he or she is a public officer or public employee or official or employee of the federal government or is acting with approval or authority of a public agency or department and so acts with intent to induce another to submit to such false official authority, to solicit funds or to otherwise cause another person to act in reliance upon that false representation.
Amends the Illinois Insurance Code. Provides that accident and health insurance policies that provide coverage for prescribed orally-administered cancer medications and intravenously administered or injected cancer medications shall ensure that the applicable financial requirements and treatment limitations are no more restrictive than the financial requirements and treatment limitations applied to intravenously administered or injected cancer medications that are covered by the policy. Provides that an insurer cannot achieve compliance with the coverage mandate by increasing financial requirements or imposing more restrictive treatment limitations on prescribed orally-administered cancer medications or intravenously administered or injected cancer medications covered under the policy. Effective immediately.
Creates the University Technology Entrepreneur Center Act. Authorizes the board of trustees of each public university in this State to create a technology entrepreneur center for each campus of the university. Requires a center to provide material and personal infrastructure to selected innovators who possess an inventive concept that has not yet been offered for sale in the private-sector market, with the goal being to develop a concept to the point where it can become a business venture. Provides that a center may offer mentors, workshops, contacts with potential private-sector investors, and a structured course or courses of work-study to bring an innovation from conception to market. Provides that the work-study program, if offered, may offer business instruction, engineering instruction, or a structured combination of both forms of knowledge.
Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that the Department of Human Services shall strive to guarantee that persons, including children, suffering from mental illness, substance abuse, and other behavioral disorders have access to locally accessible behavioral health care providers who have the ability to treat the person's conditions in a cost effective, outcome-based manner. Requires the Department to designate as essential community behavioral health care providers organizations that meet certain qualifications; promote the co-location of primary and behavioral health care services centers; and work towards reducing Illinois' underserved and health professional shortage areas. Contains provisions concerning fee-for-service compensation; term limits for essential community behavioral health care providers; and other matters. Effective immediately.
