Creates the Consumer Contract Right to Know Act. Requires certain disclosures to be made by a person who utilizes standard form consumer contracts in the usual course of business. Provides that consumers must be given access to standard form consumer contracts before a sale to enable the consumer to comparison shop. Authorizes the Attorney General to enforce the Act. Provides remedies, including statutory damages. Applies to contracts initiated on or after the effective date of this Act. Effective immediately.

Amends the Tanning Facility Permit Act. Provides that a tanning facility may not permit any person less than 18 years of age to use the facility, regardless of whether such a person has the permission of a parent or guardian to use the facility.
Amends the Illinois Vehicle Code. Changes definition of "rescue vehicle" to include vehicles used for the emergency treatment of persons who are sick, injured, wounded or otherwise incapacitated or helpless. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning teacher certification.
Amends the Condominium Property Act. Makes a technical change in a Section concerning the applicability of the Act.
Creates the Ski Slope Safety Act. Provides that every ski area operator shall ensure that skiers and snowboarders are not permitted to enter ski areas without protective helmets and requires all skiers and snowboarders to wear protective helmets while in a ski area. Sets forth penalties for violations of the Act. Provides that the Director of Public Health shall adopt reasonable rules to enforce compliance with the Act. Makes other changes.
Amends the Code of Civil Procedure. Provides that in addition to giving notice of a judicial sale pursuant to applicable court rules to all parties in the action who have appeared and have not previously been found by the court to be in default, the notice shall also be sent to the mortgagor, even if the mortgagor was found in default, and to the mortgagor's attorney, if any, at their designated addresses or, if none, at the foreclosed property. Effective January 1, 2012.
Amends the Illinois Vehicle Code. Provides that, beginning July 1, 2012, each school bus that is purchased new shall be equipped with seat safety belts for each passenger. Provides that the State Board of Education shall adopt rules to ensure that school districts require all passengers on those buses to wear seat safety belts. Provides that, except for willful or wanton misconduct, a school bus driver may not be held personally liable for the failure of passengers to wear seat safety belts. Pre-empts the exercise of home rule powers. Makes a corresponding change in the Illinois Municipal Code. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.
Amends the State Employees Group Insurance Act of 1971, Counties Code, Illinois Municipal Code, School Code, Illinois Insurance Code, Health Maintenance Organization Act, Limited Health Service Organization Act, and Voluntary Health Services Plans Act. Provides that a policy of accident and health insurance or managed care plan that provides coverage for prescription drugs shall permit each participant to fill any mail order covered prescription, at his or her option, at any mail order pharmacy or network participating non-mail order retail pharmacy if the network participating non-mail order retail pharmacy offers to accept a price that is comparable to that of the mail order pharmacy. Provides that any policy or plan that provides coverage for prescription drugs shall not impose a co-payment fee or other condition on any insured who elects to purchase drugs from a network participating non-mail order retail pharmacy that is not also imposed on insureds electing to purchase drugs from a designated mail order pharmacy. Provides that the provisions concerning prescription drugs shall not supersede the terms of a collective bargaining agreement or apply to a policy that is the result of a collective bargaining agreement between an employer and a recognized or certified employee organization.
Amends the Code of Civil Procedure. Provides that in the event of the foreclosure of residential real estate, a mortgagee is prohibited from obtaining a personal judgment against the mortgagor for a deficiency.
