Creates the Cigarette Delivery Sales Reporting Act. Imposes reporting requirements on persons who sell cigarettes for delivery by mail or a delivery service. Includes civil penalties for noncompliance. Amends the Cigarette Tax Act and the Tobacco Products Tax Act of 1995. Requires a retailer of cigarettes or tobacco products to obtain a retailer's license from the Department of Revenue; specifies qualifications, fees, and penalties for noncompliance; provides for mandatory suspension or revocation of a retailer's license for repeated violations of the Sale of Tobacco to Minors Act. Also makes changes in definitions, reporting requirements, and civil and criminal penalties. Amends the Department of Revenue Law of the Civil Administrative Code of Illinois, the Cigarette Tax Act, the Cigarette Use Tax Act, the Tobacco Products Tax Act of 1995, and the Sale of Tobacco to Minors Act to make corresponding changes.

Amends the School Code. Makes a technical change in a Section concerning the members of the State Board of Education.
Creates the Food Allergy Awareness Act. Provides that each retail food establishment in this State shall (1) prominently display a poster relative to food allergy awareness and developed by the Department of Public Health in the staff area and (2) include on all menus a Department-approved notice to customers of the customer's obligation to inform the server about any food allergies. Provides that a certified food service sanitation manager who supervises the operations of a retail food establishment shall, in order to obtain his or her certification, view as part of an otherwise approved certified food service sanitation manager education program a video concerning food allergies. Provides that the Department shall develop a program for restaurants to be designated as Food Allergy Friendly. Requires the Department to submit a report to the General Assembly concerning the impact of the provisions of the Act. Contains other provisions.
Amends provisions of the Workers' Compensation Act and the Workers' Occupational Diseases Act providing that the disability of a firefighter, emergency medical technician, or paramedic resulting from a condition or health impairment that results directly or indirectly from any bloodborne pathogen, lung or respiratory disease or condition, heart or vascular disease or condition, hypertension, tuberculosis, or cancer is rebuttably presumed to arise out of and in the course of employment and to be causally connected to the hazards or exposures of the employment, subject to specified conditions. Provides that, in the case of any condition or impairment of health of an employee employed as a firefighter which results directly or indirectly from cancer resulting in any disability to the employee, the presumption shall not apply to any employee who has been employed as a firefighter for less than 4 years (rather than 5 years) at the time he or she files an Application for Adjustment of Claim.
Amends the Probate Act of 1975. Provides that before the distribution of a firearm to the distributee of an estate, other than a small estate or an estate independently administered, the representative must transmit to the court a written statement that the distributee is lawfully eligible to own and possess a firearm under the federal Gun Control Act of 1968, the Criminal Code of 1961, and the Firearm Owners Identification Card Act and that the distributee possesses a valid Firearm Owner's Identification Card issued in his or her name by the Department of State Police. Provides that if the court is satisfied with the validity of the written statement, the court shall order the distribution of the firearm to the distributee. Provides that if the court is not satisfied with the validity of the written statement, the court shall order that the firearm be placed in the custody of the court until the distributee meets the requirements of this provision within a time period set by the court. Provides that if the distributee fails to meet the requirements within the time period set by the court, the court shall order the firearm to be disposed of in a manner prescribed by the court.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning the powers and duties of the Departments of Human Services and Healthcare and Family Services.
Amends the Unified Code of Corrections. Provides that a person arrested for the commission or attempted commission of a violent crime shall submit specimens of blood, saliva, or tissue to the Illinois Department of State Police for DNA analysis and categorization into genetic marker groupings. Sets forth procedures to be followed if the charge for which the specimens were taken is dismissed or the defendant is acquitted at trial and procedures to be followed if the person is convicted of, granted court supervision for, or found guilty under the Juvenile Court Act of 1987 of the offense for which the person was arrested. Amends the State Mandates Act to require implementation without reimbursement.
Condemns the al-Aqsa Martyrs' Brigade for the Itamar murders of an innocent man and woman and of innocent children in an act of terrorism.
Amends the Election Code. Provides that temporary executive appointments to fill vacancies in the office of United States Senator are subject to the advice and consent of the Illinois Senate.
Amends the Harassing and Obscene Communications Act. Provides that a person also commits harassment through electronic communications by knowingly and without consent credibly impersonating another actual person through or on an Internet Web site or by other electronic means for purposes of harming, intimidating, threatening, or defrauding another person. Provides that a violation is a Class A misdemeanor for a first offense and a Class 4 felony for a second or subsequent offense.
