Amends the Probation and Probation Officers Act. Provides that in a county with a population exceeding 2,000,000, the Redeploy Illinois Oversight Board may authorize the Department of Human Services to enter into an agreement with that county to reduce the number of commitments by the same percentage as is required by this Section of other counties, and with all of the same requirements of the Act, including reporting and evaluation, except that the agreement may encompass a clearly identifiable geographical subdivision of that county. Provides that the geographical subdivision may include, but is not limited to, a police district or group of police districts, a geographical area making up a court calendar or group of court calendars, a municipal district or group of municipal districts, or a municipality or group of municipalities.

Amends the Guardians For Disabled Adults Article of the Probate Act of 1975. Sets forth procedures for a guardian to seek authority to consent to the initiation of a proceeding for dissolution of the marriage of a ward and for the court to determine whether such authority should be granted. Contains provisions regarding: motions; appointment and duties of a guardian ad litem; appointment of counsel for the ward; evaluations; the ward's capacity to consent or withhold consent to the proposed dissolution; criteria for authorizing a guardian to consent to the initiation of a proceeding for dissolution of the marriage of a ward; and other matters.
Amends the Criminal Code of 1961. Prohibits knowingly discharging a laser into the cockpit of an aircraft in the process of taking off, landing, or while in flight. Provides that the penalty is a Class A misdemeanor. Defines "aircraft" and "laser". Provides exemptions for: (1) authorized individuals in the conduct of research and development or flight test operations conducted by an aircraft manufacturer, the Federal Aviation Administration, or any other person authorized by the Federal Aviation Administration to conduct such research and development or flight test operations; and (2) members or elements of the Department of Defense or Department of Homeland Security acting in an official capacity for the purpose of research, development, operations, testing, or training.
Amends the Safe Deposit Box Opening Act. Provides that a public administrator may gain access to a decedent's safe deposit box by delivering to the lessor his or her letters of office or an affidavit stating that he or she is conducting a preliminary investigation of the decedent's estate and believes that the safety deposit box may contain assets and estate information. Provides that with letters of office the public administrator may remove the contents from the safety deposit box, but without letters of office only an inventory may be conducted. Provides that the lessor shall open the box for a public administrator with an affidavit regardless of whether the decedent's key or combination is available. Makes other changes.
Amends the Condominium Property Act. Makes a technical change in the short title Section.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
Amends the Humane Care for Animals Act. Provides that it is not a violation under the cruel treatment provision of the Humane Care for Animals Act for caretakers or rescue groups to trap, neuter or spay, vaccinate, and release a companion animal back to the animal's original habitat for the sole purpose of preventing future litters.
Amends the Illinois State Collection Act of 1986. Provides that all debts owed to State agencies that exceed $250 (now, $1,000) and are more than 90 days past due shall be placed in the Comptroller's Offset System. Provides that all debt, and maintenance of that debt, that is placed in the Comptroller's Offset System must be submitted electronically to the office of the Comptroller. Effective immediately.
Amends the Criminal Code of 1961. Provides that a person who brings, without authorization, cellular communications equipment within the secure perimeter of any penal institution is deemed to have given his or her consent to the governing authority of the penal institution using available technology to prevent that cellular communications equipment from sending or receiving telephone calls or other forms of electronic communication. Provides that notice of this provision shall be posted at all public entry gates of the penal institution. Provides that the governing authority of the penal institution shall not access data or communications that have been captured using available technology from unauthorized use of the cellular communications equipment except after obtaining a valid search warrant. Establishes civil penalties for violation. Amends the Unified Code of Corrections. Provides that any inmate who is found to be in possession of cellular communications equipment in violation of the Criminal Code of 1961 shall be subject to good conduct credit denial or loss of up to 90 days if confined to a Department of Corrections facility. Amends the County Jail Good Behavior Allowance Act. Provides that if an inmate brings into or possesses contraband in the penal institution that is cellular communications equipment, the warden may revoke up to 90 days of the inmate's good behavior allowance. Makes other changes.
