Condemns the call for academic boycotts of any recognized global institution of learning and applauds the colleges and universities in the State of Illinois that have spoken out against such curtailing of academic freedom.

Amends the Firearm Owners Identification Card Act. Provides that the Department of State Police has authority to deny an application for or to revoke and seize a Firearm Owner's Identification Card previously issued under the Act if the Department finds that the applicant or the person to whom the card was issued is or was at the time of issuance not covered by a policy of liability insurance in the amount of at least $100,000 specifically covering any damages resulting from negligent or willful acts involving the use of a firearm while owned or carried by the person. Provides that a person shall be deemed the owner of a firearm after the firearm is lost or stolen until the loss or theft is reported to the police department or sheriff of the jurisdiction in which the owner resides.
Amends the Criminal Code of 2012. Creates the offense of unlawful transfer or purchase of firearm ammunition online via the Internet. Provides that a person commits the offense when he or she knowingly transfers or purchases firearm ammunition online via the Internet. Provides that this prohibition does not apply to the transfer of firearm ammunition to, or purchase of firearm ammunition online via the Internet by, peace officers or members of the Armed Services or Reserve Forces of the United States or the Illinois National Guard or the Reserve Officers Training Corps, when that firearm ammunition is for use in firearms used by those persons in the performance of their official duties. Provides that a violation is a Class 4 felony.
Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section on grounds for a search warrant.
Creates the Out-of-State Law Enforcement Agency Surveillance and Counter-terrorism Notification Act. Provides that a law enforcement agency, or investigative or law enforcement officer, of another state may not conduct a surveillance operation within the borders of this State unless that law enforcement agency, or investigative or law enforcement officer, has provided prior notice of the surveillance operation to the Attorney General, the Director of State Police, and the chief law enforcement officer of the jurisdiction in which the operation is to take place. Provides that any out-of-State law enforcement agency that intends to enter the borders which are under the jurisdiction of this State for the purpose of conducting counter-terrorism activities in this State shall, no later than 24 hours prior to entering Illinois State borders, inform the State's Attorney, or the State's Attorney's designee of the county in which the counter-terrorism activity is to take place. Provides for injunctive relief to prohibit violations of the Act.
Amends the Supreme Court Building Act. Makes a technical change in a Section relating to the uses of the Supreme Court Building.
Amends the Freedom of Information Act. Provides that names and information of people who have applied for or received Certificates of Firearm Registration are exempt from public inspections and copying. Amends the State Finance Act. Creates the National Instant Criminal Background Check System Improvement Fund and the Illinois LEADS Information and Technology Improvement Fund. Amends the Firearm Owners Identification Act. Provides that the Act may now be cited to as the "Firearm Owners Identification Card and Certificate of Firearm Registration Act". Defines "Certificate of Firearm Registration" and "firearm". Prohibits any person in the State from carrying or possessing a firearm without a Certificate of Firearm Registration. Sets forth requirements concerning exemptions, applications for registration, registration fees, the distribution of moneys received from certain fees, and the denial of an application. Creates penalties for the possession of a firearm without a current certificate of registration, knowingly providing false or misleading information or evidence in connection with an application, and the failure to report to local law enforcement that a registered firearm is lost, stolen, missing, or destroyed. Sets forth procedures for the return of a certificate of registration for a firearm that is lost, stolen, or otherwise disposed of. Amends various Acts to make conforming changes.
Amends the Notice By Publication Act. Makes a technical change in a Section concerning the short title.
Amends the Criminal Code of 2012. Provides that it is a Class 4 felony for a child sex offender to knowingly access a social networking website.
Amends the Hydraulic Fracturing Regulatory Act. Establishes insurance requirements for operators when submitting a registration form. Authorizes the Department of Natural Resources to establish separate insurance requirements by rule if necessary. Adds references to "horizontal drilling with fracturing operations". Changes bonding requirements. Authorizes the Department to establish separate bonding requirements by rule.
