Amends the Illinois Procurement Code. Prohibits a State agency from entering into a contract subject to the Code with a business that boycotts Israel. Amends the General Provisions Article of the Illinois Pension Code. Requires each of the 5 State-funded retirement systems (or the Illinois State Board of Investment where applicable) to make its best efforts to identify all companies that boycott Israel in which it has direct or indirect holdings and, under certain circumstances, to divest itself of holdings in those companies.

Amends the Probate Act of 1975. Provides that the court shall order a citation to issue for the appearance before it of any person whom the petitioner believes may be liable to the estate of a ward pursuant to any civil cause of action. Makes other changes concerning persons who may be issued a citation.
Amends the Liquor Control Act of 1934. Provides that no person shall sell, offer for sale, or deliver, receive, or purchase for resale in this State any product consisting of or containing powdered alcohol. Defines "powdered alcohol" as any powder or crystalline substance containing alcohol produced for human consumption.
Amends the Toll Highway Act. Makes a technical change in a Section concerning The Illinois State Toll Highway Authority.
Amends the Good Samaritan Act. To the definition of "free medical clinic", adds programs organized by a certified local health department utilizing members of the federal Volunteer Medical Reserve Corps, at which the care provided does not include an overnight stay in a health-care facility.
Amends the Illinois Vehicle Code. Defines the term, "smoking." Prohibits operation of a motor vehicle while a person is smoking in the vehicle and a person under the age of 18 is present in the vehicle. Provides that police officers may not stop or detain a motor vehicle or its driver for violation or suspected violation of this Section. Makes a violation of this Section a petty offense with a fine not to exceed $100.
Amends the Illinois Vehicle Code. Provides that a person shall not smoke in a motor vehicle containing a person under 18 years of age. Defines smoking as inhaling, exhaling, burning, or carrying a lighted cigarette, cigar, pipe, weed, plant, regulated narcotic, or other combustible substance. Provides that a police officer may not stop a motor vehicle solely for a violation of this Section. Provides that a violation is a petty offense with a maximum fine of $100.
Amends the Hydraulic Fracturing Regulatory Act. Changes the setback requirements throughout the Act. Provides that no compressors, dehydrators, condensate tanks, processing plants or stations, pumping stations, open waste pits, flares or critical oil, liquid natural gas or natural gas infrastructure shall be located closer than 1,500 feet to any residence, habitable structure, dwelling, non-residential place of business, place of assembly or place of worship, edge of the property line from any school, hospital, or licensed nursing home facility, nature preserve, State park, or a site on the Register of Land and Water Reserves. Provides that no Class II injection well for use in disposal of any hydraulic fracturing or fracturing wastewater, flowback, or produced water from any oil, liquid natural gas, or natural gas extraction processes shall be located within 10 miles, as measured by a straight line from the closest edge of the property to the closest edge of the Class II injection well site, of any nuclear power plant, uranium processing facility, high level radioactive waste storage facility, or low level radioactive waste storage facility. Applies all setback requirements to horizontal drilling with fracturing operations in addition to all high volume horizontal hydraulic fracturing operations.
Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act. Imposes an 18% surcharge on firearms and firearm ammunition. Amends the State Finance Act. Creates the Firearm Sales Tax Trust Fund. Requires the 18% surcharge to be deposited into the Fund. Subject to appropriation, authorizes the Department of Human Services to make grants to mental health services and crime victim services. Amends the Firearm Owners Identification Card Act (FOID). Requires firearm safety training to apply for an FOID Card, but exempts anyone who had an FOID card on June 1, 1998 and certain others. Provides that any person who owns a firearm shall maintain a policy of liability insurance in the amount of at least $1,000,000 specifically covering any damages resulting from negligent or willful acts involving the use of the firearm. Amends the Criminal Code of 2012. Prohibits multiple sales of firearms within a 30-day period. Creates the offense of unlawful acquisition of firearms. Provides exemptions and affirmative defenses. Penalty is a Class A misdemeanor for a first offense and a Class 4 felony for a second or subsequent offense. Increases the penalty for a second or subsequent unlawful use of weapons for possession of a firearm. Increases various penalties for the possession or use of a firearm or weapon in a school or public housing. Prohibits a person not a law enforcement officer from possessing an air rifle in a school or at a school-related activity without the written authorization of the board or officer in charge of the school. Penalty is a Class A misdemeanor. Effective immediately.
Amends the Hydraulic Fracturing Regulatory Act. Makes changes to various definitions adding references to "horizontal drilling with fracturing operations". Defines "flowback", "fracturing", "stimulation treatment", and "horizontal drilling". Changes the definition of "high volume horizontal hydraulic fracturing operations".
