Creates the Lead Sinker Act. Prohibits any person from selling, supplying, distributing or offering to sell, supply, or distribute lead sinkers and lead jigs. Prohibits the use of lead sinkers and lead jigs to take fish in freshwater lakes, ponds, rivers, streams, brooks, and similar bodies of water over which the Department of Natural Resources ("the Department") has jurisdiction under the Rivers, Lakes, and Streams Act. Requires the Department, after consulting with the Illinois State Board of Education, to institute an educational program that meets certain requirements. Requires the Department to (i) notify the public about the Act's prohibitions; (ii) enforce the Act; (iii) confiscate, under certain circumstances, lead jigs or lead sinkers that it finds in the course of enforcing the Act; and (iv) suspend, for not more than 6 months, the hunting and fishing privileges of a person who uses a lead sinker or lead jig to take fish in violation of the Act. Provides fines for violations. Effective one year after becoming law.

Amends the Public Utilities Act. Requires an electric utility to procure or obtain renewable energy resources in amounts equal to provided quantities. Requires an electric utility to report to the Illinois Commerce Commission regarding compliance with renewable energy resource standards by April 1 of each year beginning in 2008. Provides penalties for an electric utility that fails to procure or obtain the full amount of renewable energy resources as required by specified provisions. Provides that the Commission shall adopt rules as necessary within 12 months after the effective date of the amendatory Act to assist in implementing methods of procurement, accounting, tracking, and reporting in order to achieve the stated objectives. Provides that electric utilities may enter into long-term contracts of up to 20 years with providers of renewable energy resources. Provides that the provisions shall not prohibit an electric utility from issuing a competitive solicitation for renewable energy resources in order to meet the required standards. Effective immediately.
Amends the Illinois Insurance Code. Raises the maximum age of a dependent child that a policy of accident and health insurance may insure, originally or by subsequent amendment, upon the application of an adult member of a family who shall be deemed the policyholder, from 19 to 24. Provides that if the limiting age under the policy is less than 25 years of age, then the insurer shall, upon application of the dependent child, provide coverage after that specific age, until the dependent child is 25 years of age.
Creates the Care of Students with Diabetes Act. Requires a diabetes management and treatment plan to be developed for each student with diabetes who seeks assistance with the routine diabetes care needed in daycare, at school, or at school-related activities and events. Provides that upon receipt of a student's diabetes management and treatment plan, the school principal and school nurse shall develop an individualized care plan with the student's parent or guardian. Provides that at each school in which a student with diabetes is enrolled, the principal shall seek school employees to serve as unlicensed diabetes care aides. Provides that for each school in which a student with diabetes seeks assistance, the school must ensure that every day and at all activities at which the student is present there is either a school nurse or an unlicensed diabetes care aide to provide care. Contains additional provisions concerning requirements for the diabetes management and treatment plan and the individualized care plan, training for unlicensed diabetes care aides, required care of students with diabetes, independent monitoring and treatment of students with diabetes, and school employee immunity. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Children and Family Services Act. Requires the Department of Children and Family Services to develop and administer a program of information and services for caregivers, particularly older caregivers, of children previously in Department custody, with respect to the future care and custody of those children. Effective immediately.
