Makes appropriations for the ordinary and contingent expenses of the Department of Labor for the fiscal year beginning July 1, 2012, as follows: General Funds $5,657,300; Other State Funds $664,700; Federal Funds $4,590,100; Total $10,912,100.
Appropriates $2 from the General Revenue Fund to the Illinois Gaming Board for its FY 12 ordinary and contingent expenses. Effective July 1, 2011.
Amends the School Code. Provides that, on or before December 1 of each year, every public school district and registered nonpublic school shall make publicly available the immunization data they are required to submit to the State Board of Education by November 15; defines "publicly available". Provides that the immunization data made publicly available must be identical to the data the school district or school has reported to the State Board of Education. Effective January 1, 2013.
Creates the Asian Bodywork Therapy Licensing Act. Beginning January 1, 2012, provides that it is unlawful for a person to act or assume to act as an Asian bodywork therapist, to engage in the business of Asian bodywork therapy, or to advertise or hold himself or herself out to be a licensed Asian bodywork therapist without first obtaining a license issued by the Department of Financial and Professional Regulation. Creates the Asian Bodywork Therapy Licensing Board. Allows the Department to take action, including imposing fines not to exceed $1,000 per violation, if the individual meets the requirements for grounds for disciplinary action. Grants the Department authority to petition the Attorney General or local State's Attorney office where a violation occurs to enjoin the violation or order enforcement compliance with the Act. Provides that, on a showing of a possible violation, the Department may compel an applicant or a licensee to submit to a physical or mental examination. Sets forth the powers and duties of the Department, license qualifications, grounds for discipline, civil and criminal penalties, and administrative procedures. Sets forth provisions concerning standards of practice and prohibited activities. Preempts home rule. Amends the Massage Licensing Act to exempt from that Act persons licensed under the Asian Bodywork Therapy Licensing Act.
Appropriates $2 from the General Revenue Fund to the Criminal Justice Information Authority for its FY12 ordinary and contingent expenses. Effective July 1, 2011.
Makes appropriations for the ordinary and contingent expenses of the Illinois Arts Council for the fiscal year beginning July 1, 2012, as follows: General Funds $8,151,900; Federal Funds $1,750,000; Total $9,901,900.
Makes appropriations for the ordinary and contingent expenses of the State Employees Retirement System, Judges Retirement System and General Assembly Retirement System for the fiscal year beginning July 1, 2012, as follows: General Funds $1,143,848,100.
Makes appropriations for the ordinary and contingent expenses of the Human Rights Commission for the fiscal year beginning July 1, 2011, as follows: General Funds $2,778,800; Federal Funds $100,000; Total $2,878,800.
Creates the Consumer Alternatives Program Act. Directs the Department of Human Services to implement the Consumer Alternatives Program to prevent or avoid the unnecessary institutional care treatment of individuals with mental disorders or a co-occurring disorder of mental illness and substance abuse or addiction and to provide cost effective, community alternatives and supports that enable these individuals to live successfully in the community. Requires implementation of the Program during fiscal year 2013. Makes implementation of the Program dependent upon funds appropriated by the General Assembly. Provides that participants in the program may receive certain services such as a comprehensive evaluation that includes an assessment of skills, abilities, and potential for living in the community and work placement; family or individual support services; case coordination services; and vocational training. Prohibits the denial of program services because of age, sex, ethnic origin, marital status, ability to pay (except when contrary to law), degree of disability, or illness. Requires the Department of Commerce and Economic Opportunity to assist the Department of Human Services in developing housing assistance programs aimed at promoting the ability of individuals with a mental disorder to move from institutions to the most integrated community residence. Effective July 1, 2012.
