Makes appropriations for the ordinary and contingent expenses of the Department of Public Health for the fiscal year beginning July 1, 2012, as follows: General Funds $125,717,600; Other State Funds $117,004,700; Federal Funds$224,047,500; Total $466,769,800.

Decreases the appropriations made to the Office of the State Treasurer from the General Revenue Fund for contractual services, commodities, printing, equipment, and telecommunications services. Effective January 1, 2012.
Amends the Nurse Practice Act. Removes references to a written collaborative agreement throughout the Act. Provides that an advanced practice nurse's scope of practice includes collaboration and consultation with or referral to a physician or other appropriate health-care professional for patient care needs that exceed the APN's scope of practice, education, or experience. Provides that as part of the professional scope of advanced practice nursing, an advanced practice nurse possesses prescriptive authority appropriate to his or her specialty, scope of practice, education, and experience. Such prescriptive authority shall include the authority to prescribe, select, order, administer, store, accept samples of, and dispense over-the-counter medications, legend drugs, medical gases, certain controlled substances, and other preparations, including botanical and herbal remedies. Amends various other Acts to make related changes. Effective immediately.
Amends the Community Services Act. Provides that the Department of Human Services shall establish and maintain an actuarially sound (rather than equitable) system of payment which adequately funds the cost of providing services defined in the Act, allows providers to improve persons with disabilities mental illness or substance use dependencies, or both, and their capabilities for independence, and which reduces their reliance on State-operated services. Provides that the Department shall ensure that individuals with intellectual or developmental disabilities, or both, mental illness or substance use dependencies, or both, receiving services and supports in community-based settings are provided those services and supports according to the needs identified in the individual's independent assessment plan and that those services and supports are adequately funded. Provides that the Department shall ensure that individuals receiving services and supports in community-based settings as of the effective date of the amendatory Act are afforded access to the same array of services and supports as individuals receiving services and supports as a result of court ordered consent decree implementation plans or as a result of the downsizing or closure of State-operated facilities. Effective immediately.
Appropriates $2 from the General Revenue Fund to the Labor Relations Board for its FY 12 ordinary and contingent expenses. Effective July 1, 2011.
Appropriates $2 from the General Revenue Fund to the Department of Corrections for its FY12 ordinary and contingent expenses. Effective July 1, 2011.
