Amends the Early Intervention Services System Act. Makes a technical change in a Section concerning the Illinois Interagency Council on Early Intervention.

Makes appropriations for the ordinary and contingent expenses of the State Universities Retirement System for the fiscal year beginning July 1, 2011, as follows: General Funds $4,396,200.
