Appropriates $2 from the General Revenue Fund to the Department of Military Affairs for its FY 14 ordinary and contingent expenses.

Amends the Juvenile Court Act of 1987. Provides that an oral, written, or sign language statement of a minor who, at the time of the commission of the offense was under the age of 18 years, made as a result of a custodial interrogation conducted at a police station or other place of detention on or after January 1, 2015 is presumed to be inadmissible as evidence against the minor in any criminal proceeding, for an act that if committed by an adult would be homicide or would be driving under the influence that was the proximate cause of death of another person unless the minor was allowed to consult with and have access to counsel throughout the entire custodial interrogation.
Amends "An Act concerning appropriations", Public Act 97-730. Designates the Department of Human Services as the State agency to receive funds appropriated from the Health and Human Services Medicaid Trust Fund for awards and grants to developmental disabilities or mental health programs (rather than for awards and grants to developmental disabilities programs). Appropriates $12,000,000, or so much thereof as may be necessary, from the General Revenue Fund to the Department of Human Services' Division of Mental Health for the sole purpose of restoring funds to capacity grant funded programs that were reduced and preventing payment delays in fee-for-service programs. Effective immediately.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Act on the Aging. In provisions concerning the Community Care Program, provides that in regard to reforms of service delivery and changes to the State's home and community based services waiver, the Community Care Program shall ensure the availability of services to clients of the program, including, but not limited to: assistance in the home, adult day services, emergency home response, community reintegration services, and medication management. Provides that these services shall be made available to clients that demonstrate a need for them regardless of the model of service delivery or federal waiver under which their care is delivered. Effective immediately.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning the purpose of the "Medicaid" Article.
Amends the Illinois Public Aid Code. In a provision concerning irrevocable trusts and financial exemptions under the Aid to the Aged, Blind, or Disabled program, provides that after a person reaches age 65, any funding by or on behalf of the person to the trust shall be treated as a transfer of assets for less than fair market value unless the person is a ward of the court, a county public guardian, or the State Guardian (rather than a ward of a county public guardian or the State Guardian) and lives in the community, or the person is a ward of the court, a county public guardian, or the State Guardian (rather than a ward of a county public guardian or the State Guardian) and a court has found that any expenditures from the trust will maintain or enhance the person's quality of life.
Amends the Unemployment Insurance Act. Provides that the term "employment" does not include the delivery or distribution of newspapers or shopping news to the consumer, rather than to the ultimate consumer. Deletes provisions relating to delivery to the ultimate consumer. Effective immediately.
Creates the No Representation Without Population Act. Provides that the Illinois Department of Corrections shall collect and maintain an electronic record of the legal residence, outside of the facility, and other demographic data, for any person entering its custody after January 1, 2014. Provides that the record shall contain, at a minimum, the last known complete street address prior to incarceration, the person's race, whether the person is of Hispanic or Latino origin, and whether the person is age 18 or older. Contains provisions concerning reports, federal facilities, the Data Collection and Reporting Advisory Council, and State and federal aid. Requires the Secretary of State to prepare redistricting population data to reflect incarcerated persons at their residential address. Provides that this data shall be the basis of the Legislative and Representative Districts created under the Illinois Constitution and all local governement districts that are based on population. Contains a severability clause.
