PUBLIC-PRIVATE PARTNERSHIP ACT

Creates the Public-Private Partnerships Act. Defines terms. Establishes the Office of Public-Private Partnerships within the Executive Branch. Provides that the Office shall provide public agencies, units of local government, and private entities assistance and expertise on public-private partnership agreements. Allows any public agency, with approval from the Office, to enter into a public-private partnership agreement with any private entity for improving transportation assets, public buildings, public services, or other public assets. Provides that within 90 days after the effective date of the Act, the Office shall establish procedures and guidelines for the submission, evaluation, and approval of projects. Creates the Local Alternative Procurement Fund as a special fund in the State treasury. Provides that money in the Local Alternative Procurement Fund shall be appropriated to public agencies and shall be used for the development, financing, and operation of transportation assets, public buildings, public services, and other public assets. Makes a corresponding change in the State Finance Act. Effective July 1, 2016.

ETHICS DISCLOSURES

Amends the State Officials and Employees Ethics Act. Provides that the head and employees of a State agency affected by or involved in an investigation shall keep confidential and shall not disclose information exempted from disclosure under the Act or the Freedom of Information Act. Permits disclosure of investigatory files, reports, and requests for information of or by the Office of an Executive Inspector General to the head of a State agency affected by or involved in an investigation.

MEDICAID-MANAGED CARE

Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to develop and implement an algorithm that is based on quality scores and other operational proficiency criteria developed, defined, and adopted by the Department, by rule, to automatically assign Medicaid enrollees served under the Family Health Plan and the Integrated Care Program and those Medicaid enrollees eligible for medical assistance pursuant to the Patient Protection and Affordable Care Act into managed care entities, including Accountable Care Entities, Care Coordination Entities, Children with Special Needs Care Coordination Entities, Managed Care Community Networks, and Managed Care Organizations. Provides that the algorithm developed and implemented shall favor assignment into managed care entities with the highest quality scores and levels of compliance with the operational proficiency criteria established.

PEN CD-CHGO TCHR-SUBPOENAS

Amends the Chicago Teacher Article of the Illinois Pension Code. Authorizes the Board to issue subpoenas in an administrative hearing to compel testimony and the production of records. Authorizes the payment of fees to witnesses and the administration of oaths. Effective immediately.

TERM LIMITS

Proposes to amend the Legislature and Executive Articles of the Illinois Constitution. Limits a person's total service in the office of Speaker of the House of Representatives or President of the Senate to a total of 10 years. Provides that a person may not serve more than 2 terms within the Office of the Governor. Effective upon being declared adopted.

HEALTHY LOCAL FOOD INCENTIVES

Amends the State Finance Act and the Illinois Public Aid Code. Requires the Department of Human Services to establish a Healthy Local Food Incentives Program to double the purchasing power of Illinois residents with limited access to fresh fruits and vegetables. Creates the Healthy Local Food Incentives Fund as a special fund in the State treasury for the purpose of implementing the Program. Provides that subject to appropriation, the Department shall make an annual grant of $1,000,000 from the Fund to a qualified Illinois non-profit organization or agency, which shall be distributed to participating Illinois farmers markets for the purpose of providing matching dollar incentives (up to a specified amount) for the dollar value of SNAP benefits spent on FINI eligible fruits and vegetables at participating Illinois farmers markets and producer-to-consumer venues. Provides that the qualified non-profit organization shall have a demonstrated track record of (i) building a statewide network; (ii) designing and implementing successful healthy food incentive programs that connect SNAP recipients with local producers; and (iii) other requirements. Provides that at least 60% of the moneys deposited into the Fund shall be distributed to participating Illinois farmers markets for healthy local food incentives; and that a maximum of 40% of the moneys deposited into the Fund shall be used for State and local level program development and other purposes. Requires the non-profit organization or agency to submit a progress report to the Department with certain information. Provides that no later than December 31, 2016, the Department shall adopt rules to implement the new provisions. Effective immediately.

WEATHERIZATION-FED COMPLIANCE

Amends the Urban Weatherization Initiative Act. Provides that the efforts of the Urban Weatherization Initiative shall be coordinated with federal weatherization programs. Requires the Department of Commerce and Economic Opportunity to administer the Initiative so as to qualify for federal grant or matching programs. Provides the salary of employees hired under the Initiative in accordance with the hourly wages associated with the federal prevailing wage rates for weatherization workers. Provides that the maximum per unit expenditure is limited to $10,000 (currently $6,500) and that a grant recipient may not be awarded grants totaling more than $2,000,000 (currently $500,000) per fiscal year. Provides that 2 voting members of the Weatherization Initiative Board must have experience in residential weatherization or energy efficiency and that one voting member must have experience in workforce development. Requires the Board's annual report to be filed by May 31 (instead of December 31).
