Amends the Illinois Public Aid Code. In a Section concerning child care for TANF recipients, makes a technical change in provisions for payment for child care by the Department of Human Services.

Amends the Renewable Energy, Energy Efficiency, and Coal Resources Development Law of 1997. Makes a technical change in Section concerning legislative findings.
Amends the Department of Veterans Affairs Act. In a provision requiring a service officer to be assigned to each field office established by the Department of Veterans' Affairs, provides that he or she must be an honorably discharged veteran from service in the Armed Forces of the United States who has served at least 2 years of military service (rather than he must be an honorably discharged veteran from service in the Armed Forces of the United States; and he must have served during a time of hostilities with a foreign country). Removes the definition for "time of hostilities with a foreign country". Removes certain conditions concerning military service and discharge. Effective immediately.
Amends the Probate Act of 1975. Provides that the terms of a guardianship account established on behalf of a minor at a financial institution must provide for compliance with court orders regarding the establishment and management of the account, and imposes certain other duties upon financial institutions. Provides that an entity may not act under the direction of a small estate affidavit unless the affiant, or his or her agent, has first presented the affidavit before a judge and obtained a court order granting access. Provides that if there is a surviving spouse, but the surviving spouse is not the affiant, the affiant must state the reason that the affiant, rather than the surviving spouse, has prepared the small estate affidavit. Provides that an affidavit not prepared by a surviving spouse must include a notarized statement, signed by the surviving spouse and witnessed by 2 persons unrelated to the affiant, stating that the surviving spouse declines to prepare the affidavit. Provides that if the reason for the surviving spouse's inability to prepare the affidavit is medically related, a letter from the surviving spouse's physician should be attached attesting to the medical condition that makes the surviving spouse unable to complete the affidavit. Provides that if there is no surviving spouse and there is one or more minor child, the affiant must be a court-appointed guardian for one or more of the children. Provides that if the surviving spouse is the affiant, he or she shall affirm that he or she was not separated from the decedent. Makes other changes.
Amends the Small Business Contracts Act. Makes a technical change in a Section concerning the short title.
Amends the State Finance Act. Provides that transfers from the Tobacco Settlement Recovery Fund to the Budget Stabilization Fund shall cease upon the first transfer of moneys into the Budget Stabilization Fund under the provisions of the amendatory Act. Amends the Budget Stabilization Act. Provides that the Department on Aging and the Departments of Central Management Services, Healthcare and Family Services, Human Services, and Revenue shall annually certify to the State Comptroller the amounts of insufficient appropriations and individual and corporate income tax overpayments that will not be refunded in the current fiscal year. Provides that the State Comptroller shall annually report to the Governor and the General Assembly the amounts certified by the Department on Aging and the Departments of Central Management Services, Healthcare and Family Services, Human Services, and Revenue. Provides for minimum funding levels to be maintained in the Budget Stabilization Fund, and for the transfer of specified amounts to the Budget Stabilization Fund, if minimum funding levels are not maintained. Provides that no further transfers to the Fund shall be made if the balance of the Budget Stabilization fund equals 5% of the total general funds and if the Comptroller ceases the order of further funds upon written notice to the specified parties. Provides that the General Assembly may authorize the transfer of additional amounts to the Budget Stabilization Fund after the Governor certifies a shortfall in the moneys otherwise available in the Fund. Provides that required transfers into the Pension Stabilization Fund shall continue (rather than end in FY14) and increases the amount of those transfers by 1%. Effective immediately.
Amends the Public-Private Partnerships for Transportation Act. Makes a technical change in a Section concerning the short title.
Appropriates to the Department of Human Services for Grants-In-Aid and Purchased Care in its various regions under the Community Services Act and Community Mental Health Act: (1) $27,000,000 for psychiatric leadership capacity grants; (2) $3,600,000 for eligibility and disposition assessment services; and (3) $5,500,000 for community hospital inpatient services. Effective immediately.
Amends the Nurse Practice Act. Makes a technical change in a Section concerning a licensed practical nurse's scope of practice.
Amends the Child Care Act of 1969. Makes a technical change in a Section concerning the short title.
