Amends the Beer Industry Fair Dealing Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Vehicle Code. Provides that a check-off box for donations to the Blindness Prevention Fund be printed on the applications for vehicle registration, vehicle registration renewal, driver's licenses, and driving instruction permits. Provides that contributions to the Blindness Prevention Fund be used to provide blindness prevention education, screening, and treatment. Amends the State Finance Act to create the Blindness Prevention Fund.
Amends Public Act 92-538. Increases an FY03 appropriation to the Department of Public Health for local health protection grants to certified local health departments for health protection programs. Makes an FY03 appropriation to the Department of Public Health for expenses associated with the West Nile virus. Effective immediately.
Amends the Child Care Act of 1969. Adds a caption and makes a technical change in the short title Section.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Creates the Cervical Cancer Elimination Task Force within the Department of Public Health. Requires the task force to examine the prevalence and burden of cervical cancer, raise public awareness concerning the causes and nature of cervical cancer, identify prevention and control strategies and technologies, and perform other functions. Requires the task force to develop a statewide comprehensive cervical cancer prevention plan and to make annual reports. Provides for expiration of the task force on April 1, 2009 or upon the task force's submission of its final report, whichever is earlier.
Amends the Illinois Public Aid Code. Under the Medicaid program, prohibits copayments for the treatment of mental illnesses. Effective immediately.
Amends the Consumer Fraud and Deceptive Business Practices Act. Makes it is an unlawful practice within the meaning of the Act for a financial institution to record the driver's license number, social security number, or account balance of an account holder of the financial institution on a check presented by the account holder to the financial institution.
Creates the Citizen Participation Act. Applies to motions in cases concerning SLAPP lawsuits (Strategic Lawsuits Against Public Participation) that have been filed to discourage citizen participation in government. Requires courts to decide those motions within 90 days. Provides that discovery is suspended pending a decision on the motion. Allows discovery on certain issues upon leave of court. Requires that the motion be granted and the claim dismissed unless the responding party produces clear and convincing evidence that the moving parties' acts are not immunized under this Act. Provides for attorney's fees and costs to be awarded to the prevailing moving party. Effective immediately.
Creates the Gift Certificate Act. Provides that, beginning January 1, 2005, it shall be unlawful for any person or entity to sell a gift certificate containing an expiration date or a service fee for dormancy, except as specified in the Act. Provides that any gift certificate sold shall be redeemable in cash for its cash value or subject to replacement with a new gift certificate. Makes a gift certificate without an expiration date valid until redeemed or replaced. Exempts prepaid calling cards from the provisions of the Act.
Amends the Election Code. Requires the State Board of Elections to accept information imported to the Illinois Disclosure Information System from computer spreadsheet programs. Requires the Board to be able to export information from the Illinois Disclosure Information System to computer spreadsheet programs.
