Amends the State Employees Group Insurance Act of 1973, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to provide coverage for physical therapy, occupational therapy, and speech therapy for stroke victims. Effective immediately.

Amends the Vital Records Act. Makes a technical change in a Section concerning fees.

Amends the Adoption Act. Provides that a confidential intermediary has access to vital records maintained by the Department of Public Health and its designees or another state's comparable public entity (instead of the Department of Public Health and its designees) and all court or adoption agency records which relate to an adoption, a surrendered person, or relatives of the parties involved in the adoption or surrender. Provides that the confidential intermediary may provide an eligible petitioner with information about the agency that had legal custody of or responsibility for the surrendered person. Provides that the confidential intermediary may inform petitioners of the state in which the surrender or the adoption occurred. Provides that if the petitioner is an adult who was adopted or surrendered or the adoptive parent or guardian of an adopted or surrendered person under the age of 21, any non-identifying information learned during the search may be given to the petitioner at any time during the search before the case is closed (instead of before the case is closed).

Creates the Judicial Campaign Reform Act and amends the Election Code, the State Finance Act, the Illinois Income Tax Act, and the Clerks of Courts Act. Creates a voluntary program of public financing of election campaigns for the offices of judges of the Illinois Supreme Court and Appellate Courts, administered by the State Board of Elections. Establishes funding mechanisms and provides penalties for violations. Sets mandatory contribution limits with respect to all judicial election campaigns. Makes other changes. Effective January 1, 2009.

Amends the State Finance Act, the Use Tax Act, the Service Use Tax Act, the Retailers' Occupation Tax Act, and the Metropolitan Pier and Exposition Authority Act. Extends the duration and increases the amounts of deposits of certain use and occupation tax proceeds into the McCormick Place Expansion Project Fund. Increases certain bond authorization limits of the Metropolitan Pier and Exposition Authority from $2,107,000,000 to $2,457,000,000 and makes changes to the required maturity dates of the bonds. Makes other changes. Effective immediately.

Appropriates $2 from the General Revenue Fund to the Human Rights Commission for its FY09 ordinary and contingent expenses. Effective July 1, 2008.

Amends the Mercury-added Product Prohibition Act. Provides that no person shall distribute or sell any cosmetics, toiletries, or fragrances containing mercury. Provides that any person who knowingly sells or distributes mercury-containing cosmetics, toiletries, or fragrances in this State commits a petty offense and shall be fined up to $500. Provides that a manufacturer that distributes cosmetics, toiletries, or fragrances containing mercury to persons in this State must disclose the level of mercury in its cosmetics, toiletries, or fragrances. A manufacturer who fails to disclose the level of mercury in its cosmetics, toiletries, or fragrances commits a business offense and shall be fined $10,000. Effective January 1, 2009.

Amends the Shaken Baby Prevention Act. Makes a technical change in a Section concerning the short title.

Amends the Comprehensive Health Insurance Plan Act. Provides that coverage under the Plan shall automatically terminate as of the effective date of any medical assistance, except in cases where the effective date of the medical assistance is the date that the application for medical assistance was submitted to the Department of Human Services and that date is different than the date that the applicant is determined to be eligible for medical assistance. Provides that in that circumstance, coverage under the plan shall terminate on the date that the applicant was determined to be eligible for medical assistance. Effective immediately.

Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
