Amend the Administration Article of the Illinois Public Aid Code. Adds federal financial participation revenue related to eligible disbursements made by the Department of Healthcare and Family Services to the list of monies funding the Public Aid Recoveries Trust Fund. Effective January 1, 2012.

Creates the State Police DNA Backlog Foundation. The Foundation's purpose is to raise funds to eliminate the backlog of processing DNA samples by the State Police. Provides for the appointment of the Foundation's board of directors.

Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning referenda on retail sales of alcoholic liquor.
Amends the Adoption Act. Provides that a parent of a child in whose interest a petition under the Juvenile Court Act of 1987 alleging that the child is abused, neglected, or dependent is pending may, with the approval of the designated representative of the Department of Children and Family Services, execute a consent to adoption by a specified person or persons in whose physical custody the child is now residing (rather than has resided for at least 6 months, or 3 months if the child is under one year of age, or in whose custody at least one sibling of the child who is a subject of the consent has resided for at least 6 months and the child who is the subject of the consent is currently residing in the foster home). Changes the information contained in the final and irrevocable consent to adoption by a specified person or persons in Department of Children and Family Services (DCFS) cases form. Provides that a consent to adoption by specified persons on the form shall have no effect on a court's determination of custody or visitation under the Illinois Marriage and Dissolution of Marriage Act or the Illinois Religious Freedom Protection and Civil Union Act if the marriage or union of the specified persons is dissolved after the adoption is final. Makes other changes. Effective January 1, 2013.
Amends the Children and Family Services Act. Provides that in placing a child under the Act, the Department of Children and family Services shall place the child with the child's sibling or siblings unless the placement is not in each child's best interest, or is otherwise not possible under the Department's rules. Provides that if the child is not placed with a sibling under the Department's rules, the Department shall consider placements that are likely to develop, preserve, nurture, and support sibling relationships, where doing so is in each child's best interest. Amends the Juvenile Court Act of 1987. Provides that where the Department of Children and Family Services Guardianship Administrator is appointed as the executive temporary custodian, and when the child has siblings in care, the Department of Children and Family Services shall file with the court and serve on the parties a sibling placement and contact plan within 10 days, excluding weekends and holidays, after the appointment. Amends the Adoption Act. Provides that former wards of the Department of Children and Family Services between the ages of 18 and 21 who have been surrendered or adopted shall not be required to complete an Illinois Adoption Registry Application prior to commencement of the search of birth parent information. Effective immediately.
Amends the Property Tax Code. Provides that, if in any taxable year the governing authority of any taxing district determines that a surplus of funds is available from any source, that taxing district may, by resolution or ordinance, eliminate its tax levy for that taxable year. Provides that the taxing district may resume its tax levy in any subsequent taxable year without additional referendum approval.
