Amends the Illinois Human Rights Act. Makes a technical change in a Section concerning the powers and duties of the Department of Human Rights.

Appropriates $22,256,768 from the Illinois Clean Water Fund to the Environmental Protection Agency for clean water activities and programs. Effective July 1, 2011.

Appropriates $2 from the General Revenue Fund to the Illinois Council on Developmental Disabilities for its FY13 ordinary and contingent expenses. Effective July 1, 2012.
Amends the Adoption Act. Makes a technical change in a Section concerning who may be adopted.
Provides that funds available for appropriation in FY12 over and above the revenue estimate in House Resolution 110 shall be allocated to the House appropriation committees in stated percentages.
