Amends the Sexually Violent Persons Commitment Act. Makes a technical change in a Section concerning the civil nature of proceedings.

Amends the Fire Investigation Act. Makes a technical change in the Section creating the Fire Prevention Fund.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Beginning January 1, 2014, extends benefits under the State's medical assistance program to persons aged 19 or older, but younger than 65, who are not otherwise eligible for medical assistance under the Code, who qualify for medical assistance under specified provisions of the Social Security Act, and who have income at or below 133% of the federal poverty level plus 5% for the applicable family size. Provides that the 4-year moratorium on the expansion of medical assistance eligibility through increasing financial eligibility standards shall not apply to this new class of persons. Provides that such persons shall receive coverage for the Health Benefits Service Package. Defines "Health Benefits Service Package". Provides that if Illinois' federal medical assistance percentage (FMAP) is reduced below 90% for persons eligible for medical assistance under the specified provisions, medical assistance eligibility for this new class of persons shall cease no later than the end of the third month following the month in which the reduction in FMAP takes effect. Effective immediately.
Creates the Telehealth Act. Provides that telehealth services consist of (1) the provision of services and the mode of delivering health care services, including, but not limited to, primary care, counseling, psychiatry, emergency care, and specialty care and public health services via information and communication technologies, including, but not limited to, remote patient monitoring, to facilitate the examination, assessment, diagnosis, consultation, treatment, education, care management, and self-management of a patient's health care while the patient is at the originating site and the health care provider is at a distant site and (2) as it relates to the delivery of health care, mental health care, or substance use disorder treatment, the use of interactive audio, video, or other telecommunications or electronic technology by a health care provider to deliver a health care service within the scope of practice of the health care provider from the distant site to the originating site at which the patient is located. Sets forth the requirements for the delivery of telehealth services and telepsychiatry services. Amends the Illinois Insurance Code, the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, and the Voluntary Health Services Plans Act to provide that health care plans and policies must provide coverage for telehealth services, including primary care, counseling, psychiatry, emergency care, and specialty care as set forth in the Illinois Insurance Code and as otherwise set forth in the Telehealth Act. Sets forth requirements concerning the coverage of telehealth services.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning payment under the Medicaid program for obligations incurred but not paid for at the time of a recipient's death.
Amends the Adoption Act. Makes a technical change in a Section concerning who may be adopted.
Amends the Pharmacy Practice Act. Makes a technical change in a Section concerning licensure without examination.
Amends the Children and Family Services Act. Makes a technical change in a Section concerning the short title.
Amends the Adoption Act. Defines "habitual residence" and deletes the definitions of "foreign placing agency" and "Intercountry Adoption Coordinator". Replaces language concerning the placement of children under the Act with provisions concerning: the placement of out-of-state children into Illinois; private placing agencies; and intercountry adoptions. Provides that if an office of the Interstate Compact on the Placement of Children of any state is presented with a complete interstate referral packet regarding Illinois residents or a child born or residing in Illinois, a court of competent jurisdiction is authorized to approve the placement if all applicable laws have been substantially complied with in the placement referral and the office: (i) refuses to process the interstate referral; (ii) fails to make a decision on the interstate referral within 3 business days of the receipt of the complete referral packet; or (iii) denies approval of the interstate referral for reasons contrary to the child's best interest. Provides that in the case of a child born outside the United States one of its territories, a post-placement investigation shall be conducted in accordance with the requirements of, among other Acts, the Intercountry Adoption Act of 2000 (instead of "regulations of the foreign placing agency and the supervising agency").
Amends "An Act concerning appropriations", Public Act 97-730. Designates the Department of Human Services as the State agency to receive funds appropriated from the Health and Human Services Medicaid Trust Fund for awards and grants to developmental disabilities or mental health programs (rather than for awards and grants to developmental disabilities programs). Appropriates $12,000,000, or so much thereof as may be necessary, from the General Revenue Fund to the Department of Human Services' Division of Mental Health for the sole purpose of restoring funds to capacity grant funded programs that were reduced and preventing payment delays in fee-for-service programs. Effective immediately.
