Repeals the Soft Drink Industry Fair Dealing Act. Effective immediately.

Amends the Illinois Insurance Code. Establishes disclosure requirements for life insurance policies having a face amount of $20,000 or less. Requires insurers to make a disclosure to insureds if the premiums on small policies will exceed the face amount of the policy. Prohibits insurers from collecting premiums on small policies when the premiums collected minus dividends paid in cash exceed 250% of the face amount of the policy. Effective January 1, 2004.
Amends the Juvenile Court Act of 1987. Makes a technical change in a Section concerning instituting proceedings in the case of addicted minors.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that the service retirement pension for a teacher who retires on or after the effective date of this amendatory Act shall be 2.4% (now 2.2%) of average salary for each year of creditable service. Establishes a minimum retirement pension of $1,500 per month for teachers with at least 20 years of service credit in the Fund. Allows a designated domestic partner to qualify as a surviving spouse for purposes of survivor and death benefits. Provides for a minimum annual contribution from the Chicago Board of Education to the Chicago Teachers' Pension Fund. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Juvenile Court Act of 1987. Makes a technical change in a Section relating to prosecution of a traffic, boating, or fish and game law or ordinance violation committed by a minor.
Amends the Ticket Scalping Act. Makes a technical change to a Section concerning service charges.
Amends the Condominium Property Act. Requires the condominium bylaws to provide for late fees for the delinquent payment of condominium assessments. Provides that the late fees may not exceed the greater of $25 or 10% of the amount due and may not be charged more than once for the same late payment.
Amends the Unified Code of Corrections. Makes a technical change in a Section relating to void contracts involving goods produced in a correctional employment program.
Amends the Recreational Trails of Illinois Act. Provides that no person may operate an off-highway vehicle in any public off-highway vehicle park paid for, operated, or supported by the grant program administered under the Act unless an identification tag is clearly displayed on the vehicle. Provides that any person driving or operating an off-highway vehicle in a public off-highway vehicle park paid for, operated, or supported by the grant program who is found to have fled or attempted to elude a peace officer shall be assessed an administrative fine of $500, in addition to the criminal penalties imposed under the Illinois Vehicle Code.
Amends the Illinois Vehicle Code. Makes a technical change in a provision regarding the powers of local authorities.
