PEN CD-PURCHASING POWER INCRS

Amends the Chicago Teacher Article of the Illinois Pension Code. Provides for a one-time increase in certain retirement and survivor's annuities. Declares it to be the public policy of this State and the intention of the General Assembly to protect annuitants against significant decreases in the purchasing power of retirement and survivor's annuities. Directs the retirement system to review and report on significant changes in purchasing power. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

WAGE PAYMT-RIGHT TO BRING ACTN

Amends the Illinois Wage Payment and Collection Act. Provides that an employee has a right to bring a civil action within 90 days of a violation of the provisions prohibiting discrimination or discharge in retaliation for filing a complaint against an employer for a violation that results in the discharge of the employee or a reduction of his or her wages and may recover 3 times the amount of the employee's loss or reduction in wages, attorneys fees, and court costs.

UNIFORM MEDIATION ACT

Creates the Uniform Mediation Act. Sets forth the scope of mediation to which the Act applies. Provides that a mediation communication is privileged. Creates exceptions. Provides that the privilege can be waived if all parties agree. Prohibits a mediator from reporting certain information concerning a mediation to a court, administrative agency, or other authority that may make a ruling on the dispute that is the subject of the mediation. Provides that mediation communications are confidential. Requires a mediator to disclose any conflict of interest. Provides that the Act is severable. Amends the Condominium Property Act. Provides that the Uniform Mediation Act shall govern all mediations under the Condominium Property Act. Effective January 1, 2004.

PENCD-RECOUPMENT

Amends the Chicago Teachers Article of the Illinois Pension Code. Provides that the Board of Trustees of the Chicago Teachers Pension Fund may retain out of any annuity or benefit payable to any person any amount or amounts that the Board may determine are owning to the fund because (1) required contributions were not made in whole or in part, (2) employee or member obligations to return refunds were not met, or (3) money was paid to an employee, member, or pensioner through misrepresentation, fraud, or error. Effective immediately.
