Amends the Illinois Marriage and Dissolution of Marriage Act. Makes a technical change in a Section regarding educational programs concerning the effect of dissolution of marriage on children.

Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning the purpose of the "Medicaid" Article.
Amends the Illinois Act on the Aging. In provisions for a community care program of services to prevent unnecessary institutionalization of persons age 60 and older, provides that the Department on Aging's eligibility standards for the services must include a provision that, to be eligible for services, a person may not have assets totaling more than $20,000 if (i) the person is unmarried or (ii) the person is married and the person or the person's spouse meets certain criteria. Provides that if the person is married and the person's spouse does not receive community care services, the person may not have assets totaling more than the asset disregard amount used by the Department of Public Aid in determining eligibility for medical assistance under the Illinois Public Aid Code. Effective January 1, 2004.
Amends the Chicago Teacher Article of the Pension Code. Increases the amount of unused sick time that may be included in calculating the retirement pension, from 244 to 315 days. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Recreational Trails of Illinois Act. Provides that recipients of off-highway vehicle trail grants must post a performance bond. Provides that the Department of Natural Resources shall establish the terms and conditions of the bond. Provides that recipients of the grant shall be held liable for any damage done by clients to private or public lands adjoining an off-highway vehicle trail established, operated, or maintained by that grant recipient. Provides that a grant recipient found in violation of the grant agreement shall be subject to administrative penalties imposed by the Department.
Appropriates $2 to the Air Service Commission to administer the I-Fly Act. Effective July 1, 2004.
Recommends that the Illinois Supreme Court adopt the recommendation of the Governor's Commission On Capital Punishment providing all prosecutors and defense lawyers who are members of the Capital Trial Bar and who are trying capital cases with periodic training.
Creates the Perinatal HIV Prevention Act. Contains only a short title provision.
Amends the Illinois Insurance Code. Provides that an insurer that delivers, issues for delivery, or renews a policy of automobile insurance in this State must offer the State, units of local government, and school districts automobile insurance coverage from that insurer a choice between a mile-based rating plan and a time-based rating plan for coverage for losses caused by collision or other driving-related accidents. Amends the Vehicle Code to include a reference to the mile-base rating plans.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the organization of the Department of Corrections.
