Provides that the Department shall maintain and operate the Bureau for Mentally Ill and Substance Abusing Children and Adolescents. Sets forth that this Bureau shall develop policies necessary to assure an integrated and comprehensive family and community based system of care for, among others, children or adolescents with mental illness and substance abuse. Sets forth other duties and obligations of the Bureau. Effective July 1, 2005.
