Amends the Illinois Insurance Code. Prohibits health benefit plans from excluding coverage for treatment related to an injury acquired while an insured was intoxicated or under the influence of narcotics when the exclusion is based solely on the insured being intoxicated or under the influence of narcotics. Provides that coverage may be subject to additional terms of the health benefit plan. Repeals a provision allowing accident and health policies to contain an exclusion for losses caused by an insured being intoxicated or under the influence of narcotics.
Amends the Probate Act of 1975. Makes a technical change to a Section concerning public administrators.
Creates the Firearms Act. Contains only a short title provision.
Amends the Code of Civil Procedure. Provides that moneys held in an account invested in the Illinois College Savings Pool of which the debtor is a participant or donor is personal property that is exempt from judgment, attachment, or distress from rent except for: (i) contributions to the account made with the intent to hinder, delay, or defraud any creditor, (ii) certain contributions to the account made during the 365 day period prior to the date of the debtor filing for bankruptcy in excess of the annual gift tax exclusion; or (iii) certain contributions to the account made during the 730 to 366 day period prior to the date of the debtor filing for bankruptcy in excess of the annual gift tax exclusion.
Amends the Election Code. Makes a technical change in a Section concerning the short title.
Amends the Adoption Act. Makes a technical change in a Section concerning who may adopt a child.
Amends the Juvenile Court Act of 1987. Makes a technical change in a Section concerning the short title.
Amends the Sale of Tobacco to Minors Act. Makes a technical change in a Section concerning penalties.
Amends the Illinois Vehicle Code. Provides that, during periods of traffic congestion, a person may, in a safe and prudent manner, operate a motorcycle between lanes of traffic or between adjacent lines or rows of vehicles. Requires every operator and passenger on a motorcycle, motor driven vehicle, or motorized pedalcycle to wear a helmet.
