BREAST CANCER SCREEN,TREATMENT

Amends the Illinois Public Aid Code, the Illinois Insurance Code, and other Acts. Provides that on and after July 1, 2008, screening and diagnostic mammography shall be reimbursed under the medical assistance program at the same rate as the Medicare program's rates, including the increased reimbursement for digital mammography. Requires the Department of Healthcare and Family Services to take certain actions in relation to breast cancer screening and treatment, including establishment of bonus payments to mammography facilities meeting certain standards, a rate methodology for certain providers, and a performance goal for primary care providers; also requires the Department to establish a case-management or patient-navigation pilot program. Provides that a group or individual policy of accident and health insurance or managed care plan that is amended, delivered, issued, or renewed after the effective date of this amendatory Act must provide coverage for all medically necessary pain medication and pain therapy related to the treatment of breast cancer on the same terms and conditions that are generally applicable to coverage for other conditions. Provides that mandatory insurance coverage relating to mammography shall be provided at no cost to the insured and shall not be subject to an annual or lifetime maximum benefit. Makes other changes in relation to mammography coverage, and makes these changes to the Illinois Insurance Code also applicable to the State Employees Group Insurance Act of 1971, the Health Maintenance Organization Act, and other Acts. Sets forth a statement of legislative intent and provides that the bill's provisions may be referred to as the Reducing Breast Cancer Disparities Act. Effective immediately.

SHAWNEETOWN PORT DISTRICT

Amends the Shawneetown Regional Port District Act. Expands the territory of the District to include certain territory in Saline County and Williamson County. Provides that the District has the power to accept property singularly or jointly with other parties (now, the District has the power to accept property). Provides that the District may lease any of its real property, rights of way, or privileges to promote the development of port, harbor, and transportation facilities. Deletes a provision requiring that property leased by the District to others must no longer be required for the District's primary purpose. Limits the powers and duties of the Authority in Saline County and Williamson County to those that are necessary for the construction and operation of rail transportation facilities. Effective immediately.

PREVAILING WAGE-HEARINGS

Amends the Prevailing Wage Act. Provides that a failure to provide prevailing wage information in certain project specifications, contracts, subcontracts, or notices does not excuse a contractor or subcontractor from paying the prevailing wage. Deletes language providing that 2 or more investigatory hearings on the issue of establishing a new prevailing wage classification for a particular craft or type of worker shall be consolidated in a single hearing before the Department of Labor. Provides that contractors and subcontractors shall make and keep, for not less than 5 (rather than 3) years, records of all laborers, mechanics, and other workers employed by them on a project. Provides that a public body or the Department of Labor, whichever has made a prevailing wage determination, is authorized to hear each timely filed written objection, that 2 or more hearings on the issue of establishing a new prevailing wage classification for a particular craft or type of worker shall be consolidated in a single hearing before the Department, that the consolidation shall occur whether each separate hearing is conducted by a public body or the Department, and that the party requesting a consolidated hearing has the burden of establishing that there is no existing prevailing wage classification for the particular craft or type of worker in any of the localities under consideration. Effective immediately.

PROBATION OFFICER-TRAINING

Amends the Criminal Code of 1961 and the Unified Code of Corrections. Provides that the prohibitions on carrying concealed firearms or firearms in a vehicle and carrying firearms on a public way do not apply to parole agents and parole supervisors who meet certain qualifications and conditions.
