Amends the Firearm Owners Identification Card Act. Changes, from 21 years of age or over to 18 years of age or over, the age at which a person may apply for and be issued a Firearm Owner's Identification Card without the consent of a parent or legal guardian. Effective immediately.

Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. In connection with the pharmaceutical assistance program, provides eligibility for persons who have a maximum household income at or below 225% of the Federal Poverty Level if they qualify under certain conditions. Eliminates an Eligibility Group consisting of persons who are disabled and under age 65, or age 65 or older with incomes related to 200% of the Federal Poverty Level, and who are eligible for Medicare Part D coverage. Provides that for persons who have a diagnosis of HIV or AIDS, "covered prescription drug" means those drugs covered by the Medicare Part D Prescription Drug Plan in which the beneficiary is enrolled (eliminates a reference to drugs included in the formulary of the Illinois AIDS Drug Assistance Program operated by the Illinois Department of Public Health). Provides that in defining countable income for purposes of the pharmaceutical assistance program, the Department of Healthcare and Family Services or the Department on Aging must disregard the cost-of-living increase to any benefit administered by the Social Security Administration in any year that the percentage increase of the Social Security Administration cost-of-living adjustment is higher than the percentage increase in the Federal Poverty Level. Adds provisions concerning the effective date of eligibility for the pharmaceutical assistance program. Effective immediately.
Creates the Care of Students with Diabetes Act. Requires a diabetes management and treatment plan to be developed for each student with diabetes who seeks assistance with the routine diabetes care needed in daycare, at school, or at school-related activities and events. Provides that upon receipt of a student's diabetes management and treatment plan, the school principal and school nurse shall develop an individualized care plan with the student's parent or guardian. Provides that at each school in which a student with diabetes is enrolled, the principal shall seek school employees to serve as unlicensed diabetes care aides. Provides that for each school in which a student with diabetes seeks assistance, the school must ensure that every day and at all activities at which the student is present there is either a school nurse or an unlicensed diabetes care aide to provide care. Contains additional provisions concerning requirements for the diabetes management and treatment plan and the individualized care plan, training for unlicensed diabetes care aides, required care of students with diabetes, independent monitoring and treatment of students with diabetes, and school employee immunity. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Employee Blood Donation Leave Act. Makes a technical change in a Section concerning the short title.
Amends the General Assembly, State Employees, State Universities, Downstate Teachers, and Judges Articles of the Illinois Pension Code. Declares it to be the public policy of this State and the intention of the General Assembly to protect annuitants against significant decreases in the purchasing power of retirement and survivor's annuities. Directs the Systems to review and report on significant changes in purchasing power. Provides for a one-time increase in certain retirement and survivor's annuities. Includes language exempting the changes from provisions concerning new benefit increases. Effective immediately.
Amends the Equal Pay Act of 2003. Makes a technical change in a Section concerning enforcement.
Amends the Workers' Compensation Act. Provides that nothing contained in the Act shall be construed to apply to a sole proprietor who elects not to provide and pay compensation for accidental injuries sustained by himself or herself, arising out of and in the course of the employment according to the provisions of the Act who files a form as prescribed by the Illinois Workers' Compensation Commission specifically indicating that he or she elects not be covered by the Act. Provides that the election shall take effect 30 days after the filing of such form with the Commission.
Creates the Identity Protection Act. Prohibits a State or local government agency from using an individual's social security number in certain ways, subject to various exceptions. Requires each State or local government agency to develop and implement an identity protection plan. Provides that any employee of a State or local government agency who intentionally violates the provisions of the Act is guilty of a Class B misdemeanor. Preempts the concurrent exercise of home rule powers. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.
Amends the Prevailing Wage Act. Includes "contributions paid by an employer for substance abuse testing programs" in the definition of "general prevailing rate of hourly wages".
Amends the Higher Education Student Assistance Act. With respect to the Monetary Award Program, provides that the grant amount must not exceed the amount that equals the average tuition and necessary fees for undergraduate students at public universities in this State for the academic year no more than 2 years prior to the academic year for which grant assistance is being requested (now the amount is $4,968) or the amount that equals the average tuition and necessary fees for undergraduate students at public universities in this State for the academic year for which grant assistance is being requested (instead of the amount that equals 2 semesters or 3 quarters tuition and other necessary fees required generally by the institution of higher learning of all full-time undergraduate students). Effective July 1, 2007.
