UTILITIES-CONTRACTORS

Amends the Electric Service Customer Choice and Rate Relief Law of 1997 in the Public Utilities Act. Provides that the General Assembly finds that it is necessary to assure that employees operating in the deregulated industry have the requisite skills, knowledge, training, experience, and competence to provide reliable and safe electrical service (now, the findings only provide it necessary to assure that employees have the requisite skills, knowledge, and competence to provide reliable and safe electrical service). Requires the Illinois Commerce Commission to determine whether an applicant meets the standards for certification as an alternative retail electric supplier by requiring the applicant to demonstrate possession of the requisite knowledge, skills, training, experience, and competence to perform those functions in a safe and responsible manner in order to provide safe and reliable service (now, an applicant must demonstrate possession of the requisite knowledge, skills, and competence to perform those functions). Removes language that makes the provisions concerning utility employees apply only during the mandatory transition period. Effective immediately.

SCH CD-WEAPONS SAFETY PROGRAM

Amends the School Code. Requires the State Board of Education, in cooperation with the Department of State Police, to develop a weapons safety program designed to protect children from the risk of gun-related death and injury. Provides that the program must be designed to teach children to follow an effective safety procedure when they are exposed to a gun and shall specifically warn children that contact with guns can result in serious injury or death. Provides that a school district may incorporate the weapons safety program into its curriculum. Requires the State Board of Education to submit a report to the Governor and the General Assembly as to the status of the program no later than January 1, 2009.

INS CODE-COVERAGE OF DEPENDENT

Amends the Illinois Insurance Code. Raises the maximum age of a dependent child that a policy of accident and health insurance may insure, originally or by subsequent amendment, upon the application of an adult member of a family who shall be deemed the policyholder, from 19 to 24. Provides that if the limiting age under the policy is less than 25 years of age, then the insurer shall, upon application of the dependent child, provide coverage after that specific age, until the dependent child is 25 years of age.
