MINING-EXPEDITED PERMIT
Amends the Surface Coal Mining Land Conservation and Reclamation Act to require the Department of Natural Resources to provide for the expedited review of any permit application upon request by the permit applicant. Sets forth certain conditions for obtaining expedited permits from the Department. Creates the Mining Operations Expedited Permit Fund. Amends the State Finance Act to provide that the Fund is not subject to sweeps. Effective immediately.

PEN CD-SURS-PURCHASING POWER
Amends the General Assembly, State Employees, State Universities, Downstate Teachers, and Judges Articles of the Illinois Pension Code. Declares it to be the public policy of this State and the intention of the General Assembly to protect annuitants against significant decreases in the purchasing power of retirement and survivor's annuities. Directs the Systems to review and report on significant changes in purchasing power. Provides for a one-time increase in certain retirement and survivor's annuities. Includes language exempting the changes from provisions concerning new benefit increases. Effective immediately.

EMPLOYEE CLASSIFICATION-TRUCK
Amends the Employee Classification Act. Provides that the term "employment" does not include services performed by an individual as an operator of a truck, truck-tractor, or tractor if certain specified conditions are met. Provides that an individual performing services for a contractor is deemed to be an employee of the employer, unless the contractor is a truck owner-operator as defined in the Act. Effective January 1, 2011.
