Amends the Prevailing Wage Act. Makes a technical change in a Section concerning violations of the Act.
Amends the Firearm Concealed Carry Act. Eliminates the provision that a licensee under the Act shall not knowingly carry a firearm into any building, real property, and parking area under the control of a public or private hospital or hospital affiliate, mental health facility, or nursing home.
Amends the State Finance Act. Creates the Benevolent and Protective Order of Elks Scholarship Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to provide for the issuance of Benevolent and Protective Order of Elks plates. Provides that the applicant shall pay an additional fee of $25 for original issuance of the plates, of which $10 shall be deposited into the Benevolent and Protective Order of Elks Scholarship Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $25 shall be charged for each renewal, of which $23 shall be deposited into the Benevolent and Protective Order of Elks Scholarship Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Benevolent and Protective Order of Elks Scholarship Fund shall be paid as grants for scholarships for higher education. Provides that the scholarship recipients must be the children of current or former members of the Benevolent and Protective Order of Elks who meet the academic, financial, and other requirements established by the Benevolent and Protective Order of Elks. Requires that the recipients of the scholarship be residents of this State and attend a college or university located within this State.
Amends the State Property Control Act and the Southern Illinois University Management Act. Allows the Board of Trustees of Southern Illinois University to sell, lease, or otherwise transfer and convey all or part of real estate deemed by the Board to be surplus real estate, together with the improvements situated thereon, to a bona fide purchaser for value without compliance with the State Property Control Act and on such terms as the Board shall determine are in the best interests of the University and consistent with the University's objects and purposes. Allows the Board to retain the proceeds from the sale, lease, or other transfer of all or any part of the real estate deemed surplus real estate and the improvements situated thereon in the University treasury in a separate student scholarship fund account that the Auditor General shall examine to ensure the use or deposit of those proceeds in a manner consistent with the purposes of that student scholarship fund account. Effective immediately.
Amends the Unified Code of Corrections. Exempts a violation of the wheel and axle loads and gross weights limits in the Illinois Vehicle Code from the additional penalty of $15 for each $40, or fraction of it, of the fine imposed added to the offense. Effective immediately.
Amends the Firearm Concealed Carry Act. Provides that if a sign is posted stating that the carrying of firearms is prohibited on private real property, the owner of the private real property is civilly liable for damages for any death or injury that occurs on his or her property as a result of prohibiting firearms on the property. Effective immediately.
Amends the Prevailing Wage Act. Makes a technical change in a Section concerning State policy.
Amends the Criminal Code of 2012. Makes a technical change in a Section concerning extended statutes of limitations.
Amends the Unemployment Insurance Act. Makes a technical change in a Section concerning the definition of "employer".
