EMPLOYEE CLASSIFICATION-TRUCK

Amends the Employee Classification Act. Provides that the term "employment" does not include services performed by an individual as an operator of a truck, truck-tractor, or tractor if certain specified conditions are met. Provides that an individual performing services for a contractor is deemed to be an employee of the employer, unless the contractor is a truck owner-operator as defined in the Act.

HONEYWELL-METROPOLIS

Recognizes the importance of utilizing experienced and highly trained workers for the operation of chemical and nuclear facilities that use, store, and produce radioactive or hazardous substances; condemns the actions of Honeywell International, Inc. with regard to the lockout of experienced workers at the Metropolis Works specialty chemicals facility in Metropolis and calls on Honeywell to promptly end its lockout; condemns the actions of Honeywell International, Inc. with regard to repeated instances of non-compliance with the Resource Conservation and Recovery Act, the Clean Water Act, and the Clean Air Act; and urges the U.S. Environmental Protection Agency, the Nuclear Regulatory Commission, and all relevant regulatory bodies to define clear jurisdiction over the Metropolis Works facility, and to conduct comprehensive and ongoing investigations, including full multi-media inspections, to ensure that the facility is operated safely and in compliance with federal regulations.

SNOW PLOW PAY PREVAIL WAGE

Amends the Prevailing Wage Act. Includes snow plowing within the definition of the term "public works". Requires that the prevailing rate of hourly wages be paid by a public body to workers engaged in snow plowing. Limits the concurrent exercise of home rule powers under the Prevailing Wage Act. Effective immediately.

Amends the Firearm Owners Identification Card Act. Changes, from 21 years of age or over to 18 years of age or over, the age at which a person may apply for and be issued a Firearm Owner's Identification Card without the consent of a parent or legal guardian. Effective immediately.

FIREARMS-CONCEALED CARRY

Creates the Family and Personal Protection Act. Permits the county sheriff to issue permits to carry concealed firearms to persons at least 21 years of age who meet certain requirements. Requires an applicant for a permit to have completed specified training requirements developed by the Illinois Law Enforcement Training Standards Board consisting of classroom instruction and live firing exercises. Preempts home rule. Amends the Illinois Police Training Act and the Criminal Code of 1961 to make conforming changes. Effective immediately.
