Amends the School Code. Makes a technical change in a Section concerning block grants for school districts other than the Chicago school district.

Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the office of Lieutenant Governor, beginning with the term of office otherwise commencing in 2019. Effective upon being declared adopted.
Amends the Illinois Vehicle Code. Provides that the Secretary of State may issue Blue Star Banner plates to residents of Illinois that have a spouse, parent, sibling, or child actively serving in the United States Armed Forces.
Designates the Kaskaskia-Cahokia Trail Scenic and Historic Route.
Amends the School Code. Allows a school board to use remaining funds on hand in the Fire Prevention and Safety Fund for required safety inspections. Effective immediately.
Amends the School Code. Provides that 4 years of working in the capacity of school support personnel shall be counted towards a principal endorsement for a Professional Educator License. Effective immediately.
Amends the Local Government Debt Reform Act. Provides that the approval of bonds authorized to be issued under the Counties Code and approved by Jackson County voters in a 1994 referendum, of which less than $200,000 were issued, and for which the purpose of the bonds is flooding prevention, shall remain approved for 25 years after the date of the referendum. Effective immediately.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that an exemption for equipment used in coal and aggregate exploration, mining, offhighway hauling, processing, maintenance, and reclamation applies on and after July 1, 2003, but no claim for credit or refund is allowed on or after the effective date of the amendatory Act of the 97th General Assembly for taxes paid during the period beginning July 1, 2003 and ending on the effective date of the amendatory Act. Effective immediately.
