Creates the Global War on Terrorism Veterans Compensation Act. Provides for compensation of $100 to be paid to veterans of the Global War on Terrorism. Provides for the payment of compensation to relatives of deceased veterans. Provides that the Illinois Veterans' Commission shall administer the payment of compensation under the Act. Requires that applications for compensation under the Act be made to the Illinois Department of Veterans' Affairs. Effective immediately.

Amends the School Code. In the State aid formula provisions, increases the foundation level of support from $4,810 to $5,060. Effective July 1, 2004.

Amends the School Code. Provides that if, at the time of enrollment, dependents of United States military personnel are housed in temporary housing located outside of a school district, but will be living within that school district within 60 days after the time of initial enrollment, the dependents shall be enrolled, upon a sufficient showing of proof, and shall not be charged non-resident tuition. Provides that non-resident dependents of United States military personnel attending school on a tuition-free basis may be counted for the purposes of determining the apportionment of State aid. Effective immediately.
Amends the Unified Code of Corrections. Provides that the clerk of the court may retain attorneys and private collection agencies for the purpose of collecting any default in payment of any fine or installment of that fine. Provides that the fees and costs incurred by the clerk of the court in any such collection and the fees and charges of attorneys and private collection agents retained by the clerk for those purposes shall be charged to the offender.
Amends the Illinois Municipal Code. Provides that an ordinance to vacate a street or alley shall (now, may) reserve to a municipality or to a public utility owning any public facilities on the parcel to be vacated, any property, rights of way, and easements that the corporate authorities of the municipality judge to be necessary or desirable for continuing public service and for the maintenance, renewal, and reconstruction of those public facilities. Effective immediately.
Amends the Illinois Governmental Ethics Act. Makes a technical change in a Section defining "economic opportunity".
Mourns the death of Fannie G. Jones of East St. Louis.
Mourns the death of Richard A. Brauer of Belleville.
